【摘要】：元數(shù)據(jù)是各國政府開放數(shù)據(jù)行動計劃的重要組成部分。文章在介紹W3C元數(shù)據(jù)標(biāo)準(zhǔn)DCAT(Data Catalog Vocabulary)、美國的"開放數(shù)據(jù)項目"(Project Open Data,POD)和歐盟的DCAT應(yīng)用綱要(DCAT-AP)方案基礎(chǔ)上,分析和總結(jié)了美國、歐盟和愛爾蘭政府開放數(shù)據(jù)元數(shù)據(jù)建設(shè)的成果和特點。通過對比我國北京、上海和浙江三個地方政府開放數(shù)據(jù)元數(shù)據(jù)建設(shè)情況,認(rèn)為我國政府開放數(shù)據(jù)的元數(shù)據(jù)建設(shè)應(yīng)在政策支持及法律保障、體系完整和語義化方面加強(qiáng)工作,以克服當(dāng)前在規(guī)范化、標(biāo)準(zhǔn)化和互操作上的不足。
[Abstract]:Metadata is an important part of the Open data Action Plan of the governments of various countries. Based on the introduction of the W3C metadata standard DCAT(Data Catalog Vocabulary, the Open data Project Open POD (USA) and the DCAT Application Program (DCAT-APP) of the European Union, this paper analyzes and summarizes the programs of the United States. The achievements and characteristics of the European Union and the Irish governments in the construction of open data metadata. By comparing the construction of open data metadata among the three local governments in China, Beijing, Shanghai and Zhejiang, In order to overcome the shortcomings of standardization, standardization and interoperability, it is suggested that the construction of metadata in open data of our country should be strengthened in the aspects of policy support and legal guarantee, system integrity and semantics.
