【摘要】:古人云:為政之道,首重擇人,更在以考舉人。如今,我國基層公務(wù)員考試錄用的發(fā)展與完善對于國家機關(guān)招募優(yōu)秀人才、建設(shè)“高素質(zhì)、高水平、專業(yè)化”的基層公務(wù)員隊伍有著重要的現(xiàn)實意義,并且有效地實現(xiàn)公民積極參與國家事務(wù)管理這一憲法的權(quán)利。我國基層公務(wù)員考試錄用工作在經(jīng)歷歷史沿革之后,正在逐步趨于完善,已經(jīng)有了明確的體制構(gòu)架和比較嚴謹?shù)倪\行程序,使一批優(yōu)秀人才脫穎而出,并促進了政府基層鄉(xiāng)鎮(zhèn)機關(guān)的廉政建設(shè),對基層公務(wù)員考試錄用制度起著重大的現(xiàn)實意義。本文主要概況:第一部分寫的是我國基層公務(wù)員考試錄用的相關(guān)概念與理論基礎(chǔ),講述我國基層公務(wù)員、考試錄用的概念和公平競爭理論、人才測評理論、人本主義行政理論。第二部分寫的是我國基層公務(wù)員考試錄用的演變過程和基本經(jīng)驗,講述我國基層公務(wù)員考試錄用的演變過程從初步探索到調(diào)整完善,并促進和完善我國基層公務(wù)員考試錄用的相關(guān)規(guī)章制度。第三部分寫的是我國基層公務(wù)員考試錄用存在的問題與原因分析,從考生來源渠道單一、缺乏科學性、面試環(huán)節(jié)不公平這三個方面入手研究存在的問題。原因分析則是政策導(dǎo)向不正確、缺乏系統(tǒng)的考試引導(dǎo)、面試缺乏科學的方法。第四部分寫的是完善我國基層公務(wù)員考試錄用的基本對策。包含四點:第一,要拓寬我國基層公務(wù)員報考渠道。第二,完善公平競爭性筆試內(nèi)容。第三要加強面試環(huán)節(jié)的科學性與實用性。第四,建立健全我國基層公務(wù)員考試錄用制度體系。因此,我們要全方位的提高基層公務(wù)員考試錄用的質(zhì)量與水平,使得考試錄用的工作更加趨向于規(guī)范、公平、公正與科學,并優(yōu)化和完善我國基層公務(wù)員考試錄用環(huán)節(jié),從而為我國基層政府的廉政化建設(shè)做出貢獻,并提供重要的理論基礎(chǔ)。
[Abstract]:The ancients said: "the way of government is to choose the first person, and the first to choose people, and even more in the examination. Now, the development and perfection of the recruitment of civil servants at the grass-roots level in our country has made it possible for state organs to recruit outstanding talents and to build" high quality and high standards. " The professionalization of the grass-roots civil servants has important practical significance, and effectively realizes the constitutional right of citizens to participate actively in the management of state affairs. It is gradually becoming more and more perfect, with a clear institutional framework and more stringent operating procedures, which has made a group of outstanding talents stand out and promoted the building of a clean and honest government at the grass-roots level of the government. It is of great practical significance to the examination and employment system of grass-roots civil servants. The main survey of this paper is as follows: the first part is about the related concepts and theoretical basis of the examination and employment of grass-roots civil servants in our country, and tells about the basic civil servants in our country. The concept of examination employment and fair competition theory, the theory of talent evaluation, the theory of humanism administration. The second part describes the evolution process and basic experience of the examination and recruitment of grass-roots civil servants in our country. This paper tells about the evolution process of examination and employment of civil servants at the grass-roots level in China, from preliminary exploration to adjustment and perfection. And promote and perfect the relevant rules and regulations of the examination of civil servants at the grass-roots level in our country. The third part is the analysis of the problems and causes of the recruitment of civil servants at the grass-roots level in our country, which has a single source of candidates and lacks of scientific nature. The analysis of the reasons is that the policy guidance is not correct, the lack of systematic examination guidance, Interview lack of scientific methods. 4th part is written is to improve the basic measures to recruit grass-roots civil servants examination. Contains four points: first, to broaden the channels of grass-roots civil servants in China. Second, Improve fair and competitive written examination content. Third, strengthen the scientific and practical aspects of interview. 4th, establish and improve the system of examination and employment of grass-roots civil servants in China. We need to improve the quality and level of examination recruitment for grass-roots civil servants in all directions, so as to make the examination recruitment work more standardized, fair, just and scientific, and to optimize and improve the examination and recruitment of grass-roots civil servants in our country. So as to make contributions to the construction of clean government and provide an important theoretical basis.
