【摘要】：一直以來(lái),我國(guó)政府始終致力于不斷深化行政管理體制改革,加強(qiáng)行政效能監(jiān)察,努力建設(shè)廉政高效的政府機(jī)關(guān),提高政府服務(wù)效能,這既是社會(huì)公眾對(duì)政府提供更加優(yōu)質(zhì)高效的公共服務(wù)的需要,也是各級(jí)政府主動(dòng)適應(yīng)新形勢(shì),優(yōu)化投資環(huán)境,改善政府形象的迫切要求。國(guó)家公職人員代表人民群眾行使公共權(quán)力,行政效能低下,工作作風(fēng)不好,這些都是滋生腐敗的溫床,必須通過(guò)強(qiáng)有力的行政問(wèn)責(zé),查處一批違反效能規(guī)定的典型案件,曝光一批典型問(wèn)題,才能起到教育警示作用,從而達(dá)到“不敢、不想、不愿”違反作風(fēng)效能規(guī)定的目標(biāo)。四川省X市是中國(guó)科技城,經(jīng)歷抗震救災(zāi)和災(zāi)后重建的錘煉,當(dāng)?shù)氐男姓鼙O(jiān)察經(jīng)驗(yàn)較為豐富,同時(shí),X市依托科技優(yōu)勢(shì),在行政效能監(jiān)察中突出行政問(wèn)責(zé),強(qiáng)化電子監(jiān)察,政府行政效能明顯提高,干部作風(fēng)得到很大轉(zhuǎn)變。對(duì)X市以問(wèn)責(zé)推進(jìn)行政效能監(jiān)察的案例進(jìn)行認(rèn)真研究,總結(jié)該市寶貴經(jīng)驗(yàn),對(duì)于其他地方政府有效開(kāi)展行政效能監(jiān)察有較大的借鑒作用。本文介紹了國(guó)內(nèi)外研究行政效能監(jiān)察的基本情況,以問(wèn)責(zé)推進(jìn)行政效能監(jiān)察所運(yùn)用的基礎(chǔ)理論,明晰了相關(guān)概念,全面闡述了我國(guó)地方政府在行政效能監(jiān)察方面的探索與實(shí)踐,分析了X市以問(wèn)責(zé)推進(jìn)行政效能監(jiān)察的典型性。同時(shí),詳細(xì)介紹了X市以問(wèn)責(zé)推進(jìn)行政效能監(jiān)察的具體案例,包括背景、實(shí)施的具體過(guò)程,查處的一些典型案件。較為深刻地從行政效能建設(shè)的主體、行政效能監(jiān)察的主體、監(jiān)察權(quán)限、權(quán)限的合法性合理性,特別是從行政效能問(wèn)責(zé)的制度依據(jù)、問(wèn)責(zé)的價(jià)值、影響行政效能問(wèn)責(zé)的因素、行政效能告誡、行政效能問(wèn)責(zé)的效果等方面細(xì)致分析了X市以問(wèn)責(zé)推進(jìn)行政效能監(jiān)察的相關(guān)要素,最后提出進(jìn)一步改進(jìn)和完善的對(duì)策。
[Abstract]:For a long time, our government has been committed to deepening the reform of the administrative management system, strengthening the supervision of administrative effectiveness, striving to build a clean and efficient government organ, and improving the efficiency of government service. This is not only the need of the public for the government to provide more high-quality and efficient public services, but also the initiative of governments at all levels to adapt to the new situation and optimize the investment environment. The urgent need to improve the image of the government. State public officials exercise public power on behalf of the people, have low administrative efficiency and poor work style. These are breeding grounds for corruption and must be held accountable through strong administration. To investigate and deal with a number of typical cases of violation of efficiency regulations, and to expose a number of typical problems, can it serve as an educational warning, thus achieving the goal of "not daring, not wanting, and not willing" to violate the provisions on the efficiency of work style. X City, Sichuan Province, is a science and technology city of China. Through the exercise of earthquake relief and post-disaster reconstruction, the local administrative efficiency supervision experience is relatively rich. At the same time, relying on the advantages of science and technology, City X has highlighted administrative accountability in administrative effectiveness supervision, strengthened electronic supervision, and the administrative efficiency of the government has improved significantly. The cadres' style of work has been greatly changed. The case of promoting administrative effectiveness supervision by accountability in City X has been carefully studied, and valuable experience of the city has been summed up. This paper introduces the basic situation of research on administrative efficiency supervision at home and abroad, promotes the basic theory of administrative effectiveness supervision by accountability, and clarifies the related concepts. This paper comprehensively expounds the exploration and practice of administrative efficiency supervision by local governments in our country, analyzes on the typicality of promoting administrative efficiency supervision by accountability in X city, and introduces in detail the specific cases of promoting administrative efficiency supervision by accountability in X city. Including the background, the specific process of implementation, some typical cases investigated and dealt with. More profoundly from the main body of administrative efficiency construction, the subject of administrative efficiency supervision, the authority of supervision, the legitimacy and rationality of the authority, Especially from the system basis of administrative efficiency accountability, the value of accountability, the factors influencing administrative efficiency accountability, the administrative efficiency warning, the effect of administrative efficiency accountability and so on, this paper analyzes the relevant factors of promoting administrative efficiency supervision with accountability in X city. Finally, the further improvement and improvement countermeasures are put forward.
