【摘要】：治理城市過度膨脹是當(dāng)前我國(guó)城市治理的重點(diǎn)領(lǐng)域,而從人口疏解向功能疏解轉(zhuǎn)變,從根源上矯正城市過度膨脹的增長(zhǎng)機(jī)制是基本方向。本文以政策工具及其選擇為主線,從規(guī)制型政策工具、市場(chǎng)化政策工具、供應(yīng)型政策工具和政治型政策工具四個(gè)方面,對(duì)特大城市功能疏解的途徑進(jìn)行分析。從中發(fā)現(xiàn),特大城市功能疏解的核心任務(wù)是促進(jìn)形成空間要素在城市和區(qū)域合理流動(dòng)的體制機(jī)制,因而它不僅是個(gè)規(guī)劃問題,更是個(gè)"過程治理"問題。以城市要素的內(nèi)在關(guān)聯(lián)和城市運(yùn)行的內(nèi)在機(jī)理為依據(jù),構(gòu)建和完善城市政治行政結(jié)構(gòu)與治理體制機(jī)制,是提升城市治理能力和治理體系現(xiàn)代化的主要內(nèi)容。
[Abstract]:Controlling the excessive expansion of cities is the key area of urban governance in our country at present, and the transition from population to function. It is the basic direction to correct the growth mechanism of the excessive expansion of the city from the root. This article takes the policy tool and its choice as the main line, from the regulation type policy tool, the market-oriented policy tool. Four aspects of supply-oriented policy tools and political-based policy tools, the analysis of the function of mega-cities to solve the ways, and found out. The core task of unlocking the function of megacities is to promote the formation of institutional mechanisms for the rational flow of spatial elements in cities and regions, so it is not only a planning problem. It is also a problem of "process governance". Based on the internal relation of urban elements and the internal mechanism of urban operation, the political and administrative structure and system mechanism of urban governance are constructed and perfected. It is the main content that promotes the city governance ability and the governance system modernization.
