中國(guó)公務(wù)用車(chē)集約化管理研究

【摘要】:自20世紀(jì)80年代,我國(guó)就開(kāi)始了公務(wù)用車(chē)管理的改革,公務(wù)用車(chē)在提高政府行政效率,保證國(guó)家機(jī)關(guān)正常運(yùn)轉(zhuǎn)的同時(shí),也出現(xiàn)了諸如公車(chē)私用、公車(chē)消費(fèi)膨脹等不合理的現(xiàn)象發(fā)生,損傷了政府形象,引起社會(huì)公眾的不滿(mǎn),不利于塑造政府的公信力和社會(huì)的長(zhǎng)治久安,公務(wù)用車(chē)管理出現(xiàn)的很多問(wèn)題都沒(méi)得到解決,反而愈演愈大,公務(wù)用車(chē)管理飽受詬病。2014年中央公車(chē)改革文件發(fā)布,取消副部級(jí)領(lǐng)導(dǎo)干部的公務(wù)用車(chē)以及一般公務(wù)用車(chē),發(fā)放公務(wù)交通補(bǔ)貼。但隨之而來(lái)又出現(xiàn)一系列問(wèn)題,譬如公務(wù)用車(chē)拍賣(mài)“廢鐵價(jià)”、交通補(bǔ)貼“一刀切”使得部分地區(qū)出行只拿補(bǔ)貼不減車(chē)輛現(xiàn)象等。針對(duì)這些問(wèn)題,本文結(jié)合我國(guó)以及各地區(qū)的實(shí)際情況,提出了公務(wù)用車(chē)集約化管理的觀(guān)點(diǎn),即利用經(jīng)濟(jì)學(xué)集約化管理的優(yōu)勢(shì),政府集中配置公務(wù)用車(chē)、人力、財(cái)力等一切資源,結(jié)合運(yùn)用完善的法律制度、高新技術(shù)手段等使得公務(wù)用車(chē)的利用率達(dá)到最高,起到節(jié)約行政成本,提高行政效率的作用。
[Abstract]:Since 1980s, China has started the reform of the management of official vehicles. Official vehicles have been used for private use while improving the efficiency of government administration and ensuring the normal operation of state organs. Unreasonable phenomena such as the expansion of bus consumption have damaged the image of the government, aroused the dissatisfaction of the public, and are not conducive to shaping the credibility of the government and the long-term stability of the society. Many of the problems in the management of official vehicles have not been resolved, on the contrary, the bigger and bigger, the management of official vehicles has been criticized. In 2014, the central bus reform document was released. The official vehicles of the leading cadres at the deputy ministerial level were cancelled and the official transport subsidies were issued. However, a series of problems followed, such as the auction of "scrap iron prices" for official vehicles. Transportation subsidy "one-size-fits-all" makes some areas only get subsidies without reducing the phenomenon of vehicles. In view of these problems, this paper puts forward the point of view of intensive management of official vehicles combined with the actual situation of our country and various regions. That is, the use of the advantages of intensive management of economics, the government centralized allocation of official vehicles, human, financial and other resources, combined with the use of a sound legal system. The high-tech means make the utilization ratio of official vehicles reach the highest level, which can save the administrative cost and improve the administrative efficiency.
