郴州煙葉復(fù)烤廠異地搬遷改造項目風(fēng)險分析與監(jiān)管研究

【摘要】:進(jìn)入21世紀(jì)以后,隨著中國的入世以及經(jīng)濟(jì)全球化的進(jìn)一步深化,國內(nèi)煙葉企業(yè)面臨著越發(fā)激烈的國際競爭。為了提高抗風(fēng)險能力,培養(yǎng)一流國際煙葉企業(yè),中國煙葉專賣局推出了一系列重組兼并政策,取得了明顯效果。經(jīng)過整合后的卷煙企業(yè)為了適應(yīng)新的競爭環(huán)境,紛紛開展大規(guī)模的技術(shù)改造,進(jìn)行技術(shù)升級,以提高自身市場競爭力。在此背景下,湖南煙葉復(fù)烤有限公司為了進(jìn)一步做大做強,將其下屬的郴州復(fù)烤廠由郴州市搬遷至市北湖區(qū)進(jìn)行技術(shù)升級改造。企業(yè)的搬遷改造是一個風(fēng)險相對集中的投資項目,時間跨度長,涉及面廣,需要控制和協(xié)調(diào)的因素多,因此面臨著各種各樣的風(fēng)險。本文以郴州復(fù)烤廠搬遷改造項目為研究對象,結(jié)合現(xiàn)代風(fēng)險管理的基本原理,通過總結(jié)以往經(jīng)驗和現(xiàn)有成果,分析了復(fù)烤廠目前面臨的狀況,并運用逐級深入的層次模型對項目的工作結(jié)構(gòu)進(jìn)行分解。重點分析了該項目存在的主要風(fēng)險因素,通過專家打分和風(fēng)險矩陣圖相結(jié)合的方法,對郴州復(fù)烤廠項目進(jìn)行了風(fēng)險評估,明確了項目中存在的主要風(fēng)險及其危害,為項目管理提供了風(fēng)險應(yīng)對與控制的科學(xué)依據(jù)。同時,結(jié)合風(fēng)險管理目標(biāo)與風(fēng)險管理策略制定原則,研究提出了搬遷改造項目風(fēng)險的應(yīng)對措施及風(fēng)險監(jiān)控措施。進(jìn)一步對項目風(fēng)險管理策略的預(yù)期效果進(jìn)行了評價,并提出了相應(yīng)的保障措施。搬遷改造項目復(fù)雜且難以把握,本文通過對郴州復(fù)烤廠搬遷改造項目的風(fēng)險識別、分析和評估,為煙葉企業(yè)的搬遷改造項目提出了風(fēng)險控制、識別和管理的方法,為實際決策者進(jìn)行決策提供了參考和借鑒,對企業(yè)的搬遷改造項目的順利實施具有很好的參考價值。
[Abstract]:After entering the 21st century, with China's entry into WTO and the further deepening of economic globalization, domestic tobacco enterprises are facing more and more fierce international competition. In order to improve the anti-risk ability and cultivate the first-class international tobacco enterprises, the tobacco monopoly bureau of China has put forward a series of reorganization and merger policies, which have achieved obvious results. In order to adapt to the new competitive environment, the integrated cigarette enterprises have carried out large-scale technological transformation and upgrading in order to improve their market competitiveness. Under this background, Hunan Tobacco redrying Co., Ltd., in order to further expand and strengthen, moved its subsidiary Chenzhou rebaking plant from Chenzhou City to Beihu District for technical upgrading. The relocation and transformation of an enterprise is a relatively concentrated investment project with a long time span and a wide range of factors that need to be controlled and coordinated, so it is faced with a variety of risks. Taking the relocation and renovation project of Chenzhou re-baking plant as the research object, combined with the basic principles of modern risk management, this paper summarizes the past experience and existing achievements, and analyzes the current situation of the reroasting plant. A hierarchical model is used to decompose the work structure of the project. Based on the analysis of the main risk factors of the project, the risk assessment of Chenzhou re-baking plant project was carried out by means of expert scoring and risk matrix diagram, and the main risks and their harm in the project were clarified. It provides the scientific basis for the project management to deal with and control the risk. At the same time, combined with the risk management objectives and the principles of risk management strategy formulation, this paper studies and puts forward the countermeasures and risk monitoring measures for the risk of relocation and renovation projects. Furthermore, the expected effect of the project risk management strategy is evaluated, and the corresponding safeguard measures are put forward. The relocation and transformation project is complicated and difficult to grasp. Through the risk identification, analysis and evaluation of the relocation and transformation project of Chenzhou re-baking Plant, this paper puts forward the methods of risk control, identification and management for the relocation and transformation project of tobacco industry. It provides a reference and reference for the actual decision-makers, and has a good reference value for the smooth implementation of the enterprise's relocation and transformation project.
