【摘要】：近年來(lái),隨著暖通空調(diào)行業(yè)競(jìng)爭(zhēng)的日趨激烈化以及客戶(hù)對(duì)暖通空調(diào)系統(tǒng)化要求的日益提高,各大暖通空調(diào)廠(chǎng)商都對(duì)暖通空調(diào)的系統(tǒng)化建設(shè)業(yè)務(wù)投入了大量的精力。要構(gòu)造完整的暖通空調(diào)系統(tǒng)必定會(huì)涉及眾多設(shè)備及儀器,不可避免的會(huì)涉及大量的采購(gòu)業(yè)務(wù)。項(xiàng)目采購(gòu)管理作為項(xiàng)目管理的重要組成部分之一,同時(shí)也是企業(yè)的現(xiàn)代化精益管理的重要構(gòu)成。項(xiàng)目采購(gòu)管理貫穿于整個(gè)的項(xiàng)目生命周期,對(duì)項(xiàng)目最終的管理效果以及目標(biāo)達(dá)成效果起到舉足輕重的作用。而在項(xiàng)目采購(gòu)管理中,流程管理又是整個(gè)項(xiàng)目采購(gòu)管理成功與否的基礎(chǔ),是否有一整套完整高效的流程是項(xiàng)目采購(gòu)管理能否成功的重要前提。完整高效的采購(gòu)流程對(duì)于提升項(xiàng)目采購(gòu)的實(shí)施效果作用顯著,不僅能夠有效的提高項(xiàng)目采購(gòu)的推進(jìn)效率,使得整個(gè)項(xiàng)目采購(gòu)活動(dòng)公開(kāi)透明規(guī)范,也能有效防范在采購(gòu)實(shí)施過(guò)程中可能發(fā)生的風(fēng)險(xiǎn),提升項(xiàng)目采購(gòu)的實(shí)施效果,從而助力最終整個(gè)項(xiàng)目高質(zhì)量的完成。本文闡述了采購(gòu)流程管理對(duì)于項(xiàng)目采購(gòu)執(zhí)行的重要性,對(duì)T公司暖通系統(tǒng)建設(shè)項(xiàng)目采購(gòu)流程的管理進(jìn)行了研究。首先結(jié)合現(xiàn)狀,分析了T公司現(xiàn)有項(xiàng)目采購(gòu)流程的現(xiàn)狀,梳理了現(xiàn)有流程中存在的諸如職能劃分混亂、詢(xún)價(jià)流程不規(guī)范、采購(gòu)申請(qǐng)及預(yù)算審核流程不完善、供應(yīng)商選擇的隨意性、風(fēng)險(xiǎn)防范措施及內(nèi)審制度的缺失等問(wèn)題。隨后,通過(guò)對(duì)項(xiàng)目采購(gòu)流程的工作分解,明確梳理出了項(xiàng)目采購(gòu)流程中的各個(gè)環(huán)節(jié)和工作節(jié)點(diǎn),同時(shí)通過(guò)ABC分類(lèi)法對(duì)采購(gòu)產(chǎn)品進(jìn)行了基本分類(lèi),以簡(jiǎn)明高效、可操作性強(qiáng)、規(guī)范透明以及具有系統(tǒng)性為原則,結(jié)合T公司的實(shí)際情況,使用流程再造BPR的基本方法和步驟,對(duì)項(xiàng)目采購(gòu)流程管理進(jìn)行了深入研究,基于工作分解的結(jié)果,明確了項(xiàng)目采購(gòu)的職能分工,規(guī)范了詢(xún)價(jià)流程,完善了采購(gòu)申請(qǐng)及預(yù)算審核流程,在供應(yīng)商選擇這一環(huán)節(jié)中引入了三方比價(jià)及層次分析法,完善了結(jié)算流程以防范經(jīng)濟(jì)風(fēng)險(xiǎn),同時(shí)還建立了規(guī)范化的采購(gòu)信息備案及內(nèi)審制度。最后得出了一套項(xiàng)目采購(gòu)流程管理模型,并通過(guò)具體項(xiàng)目案例進(jìn)行了實(shí)施了這一模型,得到了較為理想的結(jié)果,從而驗(yàn)證了這一項(xiàng)目采購(gòu)流程管理模型的使用效果。為日后項(xiàng)目采購(gòu)能夠嚴(yán)謹(jǐn)高效的實(shí)施提供了保障,也為日后的項(xiàng)目采購(gòu)流程管理提供了依據(jù)、開(kāi)拓了思路。
[Abstract]:In recent years, with the increasingly fierce competition in HVAC industry and the increasing demand of customers for HVAC systematization, the major HVAC manufacturers have invested a lot of energy in HVAC systematization construction business. A complete HVAC system is bound to involve a large number of equipment and instruments, inevitably involving a large number of procurement business. As an important part of project management, project procurement management is also an important component of modern lean management of enterprises. Project procurement management runs through the whole project life cycle and plays an important role in the final management effect and goal achievement effect. In the project procurement management, process management is the basis of the success of the project procurement management, whether there is a complete set of efficient processes is an important prerequisite for the success of project procurement management. The complete and efficient procurement process plays a significant role in improving the implementation of project procurement, not only can effectively improve the efficiency of project procurement, so that the whole project procurement activities open and transparent norms, It can also effectively guard against the risks that may occur in the process of procurement implementation, improve the implementation effect of project procurement, and thus help the final high quality completion of the whole project. In this paper, the importance of purchasing process management for project procurement execution is expounded, and the management of purchasing process of HVAC system construction project in T Company is studied. First of all, combined with the current situation, this paper analyzes the current situation of T Company's existing project procurement process, combing the existing processes such as confusion of function division, non-standard inquiry process, imperfect procurement application and budget audit process. Supplier selection randomness, risk prevention measures and the absence of internal audit system and other issues. Then, through the work decomposition of the project procurement process, clearly combing out the various links and work nodes in the project procurement process, at the same time, through the ABC classification of the basic classification of the procurement products, in order to be concise and efficient, strong maneuverability, Based on the principle of standardization, transparency and systematicness, combined with the actual situation of T Company and the basic methods and steps of BPR, this paper makes an in-depth study on the project procurement process management, based on the result of work decomposition. It clarifies the function division of project procurement, standardizes the inquiry process, consummates the process of purchase application and budget review, introduces the three-party price comparison and analytic hierarchy process in the selection of suppliers, and perfects the settlement process to guard against economic risks. At the same time, a standardized procurement information record and internal audit system has been established. Finally, a set of project procurement process management model is obtained, and the model is implemented through a specific project case, and the results are satisfactory, which verifies the effectiveness of the project procurement process management model. It provides the guarantee for the future project purchasing to carry out strictly and efficiently, also provides the basis for the future project purchase process management, has opened the way of thinking.
