項目管理在YF發(fā)電廠機組A級檢修中的應(yīng)用研究

【摘要】:國家電力市場發(fā)展的要求日益嚴格。由于地質(zhì)情況、河流水能特征各不相同,在水電開發(fā)中各水電站機組的結(jié)構(gòu)、技術(shù)標準要求也不盡相同,巨型、大型水輪發(fā)電機組檢修任務(wù)不斷加重,要求也越來越高。鴨綠江域梯級開發(fā)的推進不斷加快,東北電網(wǎng)有限公司東北分布鴨綠江流域已有5座水電站相繼建成投產(chǎn)發(fā)電,優(yōu)化實施站群機組的定期和狀態(tài)檢修管理,保障機組安全運行已成當務(wù)之急。東北公司YF發(fā)電廠作為調(diào)峰調(diào)頻混流式水輪發(fā)電機組,在YF發(fā)電廠機組大修管理實踐的基礎(chǔ)上,通過對機組檢修前的準備、檢修中檢修工藝質(zhì)量管理與控制、檢修后的總結(jié)與評估,不斷完善其全過程質(zhì)量管理,確保機組的大修質(zhì)量,建立健全水輪發(fā)電機組標準化檢修管理體系,對于更進一步的完善東北公司水輪發(fā)電機組大修工程中管理水平,提高電廠安全運行水平和建設(shè)東北老工業(yè)基地都有著重要意義。本文應(yīng)用項目管理理論,理論聯(lián)系實際,結(jié)合東北公司YF發(fā)電廠機組A修的工作實際開展研究。對項目管理理論成果進行了梳理,介紹了項目的背景及管理體制,系統(tǒng)闡述了項目的實施管理的運作程序及價格預(yù)算和成本控制的模塊化管理,論述了項目質(zhì)量控制管理體系,具體包括項目的質(zhì)量管理體系、安全管理體系、質(zhì)量驗收體系,總結(jié)了項目質(zhì)量管理的主要措施及項目管理的典型經(jīng)驗進行了全面總結(jié)。本文積極探索構(gòu)建YF水電檢修工程規(guī)范化管理機制,為國內(nèi)水電機組的大修提供標準化的管理理念理,也為理論研究提供了良好的第一手資料,從水電檢修標準化、科學化管理的要求出發(fā),確保了機組的長期安全運行,創(chuàng)造水電企業(yè)更大的經(jīng)濟效益。
[Abstract]:The requirements for the development of the national electricity market are becoming increasingly stringent. Because of the geological conditions, the characteristics of water energy of rivers are different. In hydropower development, the structure and technical standard requirements of each hydropower unit are different, giant, and the maintenance task of large hydroelectric generating set is getting heavier and higher. The promotion of cascade development in Yalu River area has been accelerated continuously. Five hydropower stations have been built and put into production in the northeast distribution Yalu River Basin of Northeast Power Grid Co., Ltd., which optimizes the regular and condition maintenance management of the units in the station group. It is urgent to ensure the safe operation of the unit. YF Power Plant of Northeast Company, as a mixed-flow turbine generator set with peak and frequency modulation, based on the overhaul management practice of YF power plant, through the preparation of the unit before maintenance, maintenance process quality management and control, Summing up and evaluating after maintenance, continuously perfecting the whole process quality management, ensuring the overhaul quality of the unit, establishing and perfecting the management system of the standard maintenance and repair of the hydrogenerator set, It is of great significance to further improve the management level of hydraulic turbine generator set overhaul project, improve the safe operation level of power plant and build the old industrial base in Northeast China. In this paper, the project management theory is applied, the theory is combined with practice, and the practice of unit A repair in YF power plant of Northeast Company is studied. This paper combs the theoretical achievements of project management, introduces the background and management system of the project, systematically expounds the operation procedure of the project implementation management and the modular management of price budget and cost control, and discusses the project quality control management system. It includes the project quality management system, safety management system, quality acceptance system, summarizes the main measures of project quality management and the typical experience of project management. This paper actively explores the construction of standardized management mechanism for YF hydropower maintenance project, provides standardized management philosophy for the overhaul of domestic hydropower units, and provides good first-hand data for theoretical research, from the standardisation of hydropower maintenance and repair. The requirements of scientific management ensure the long-term safe operation of the units and create greater economic benefits for hydropower enterprises.
