【摘要】：水電工程建設(shè)項(xiàng)目具有投資大,技術(shù)要求高,建設(shè)周期長(zhǎng),自然社會(huì)條件艱苦等因素,導(dǎo)致項(xiàng)目建設(shè)的不確定因素極多,這些不確定性因素會(huì)隨著工程建設(shè)進(jìn)展而不斷變化和發(fā)展,若不能有效的對(duì)這些風(fēng)險(xiǎn)因素加以控制,將會(huì)給工程建設(shè)帶來(lái)巨大的影響。為此,風(fēng)險(xiǎn)管理在水電工程建設(shè)中就顯得尤為重要�？罟纷鳛檠诺a江流域水電開(kāi)發(fā)有限公司流域T級(jí)開(kāi)發(fā)戰(zhàn)略的生命線,且作為項(xiàng)目委托管理模式探索試點(diǎn)項(xiàng)目,風(fēng)險(xiǎn)管理的好壞,不僅關(guān)系到項(xiàng)目建設(shè)本身,同時(shí)也關(guān)乎四川二灘建設(shè)公司能否順利實(shí)現(xiàn)由監(jiān)理咨詢?yōu)橹鳂I(yè)的公司向委托項(xiàng)目管理為主業(yè)的公司的轉(zhuǎn)型。本文以卡拉水電站、楊房溝水電站的進(jìn)場(chǎng)交通專用公路風(fēng)險(xiǎn)管理為研究對(duì)象。主要結(jié)合卡楊公路項(xiàng)目風(fēng)險(xiǎn)管理實(shí)踐,通過(guò)分析項(xiàng)目各階段的風(fēng)險(xiǎn)管理過(guò)程(包括:風(fēng)險(xiǎn)識(shí)別、分析、評(píng)估和應(yīng)對(duì)),總結(jié)卡楊公路項(xiàng)目管理各階段項(xiàng)目管理方存在的各種風(fēng)險(xiǎn)管理實(shí)踐,分析和總結(jié)了項(xiàng)目各階段存在的主要風(fēng)險(xiǎn)、應(yīng)對(duì)策略及效果,從而總結(jié)出項(xiàng)目風(fēng)險(xiǎn)管理經(jīng)驗(yàn)及得失。本文通過(guò)分析項(xiàng)目風(fēng)險(xiǎn)管理的基礎(chǔ)理論及其意義和作用,結(jié)合卡楊公路項(xiàng)目委托管理模式及建設(shè)背景,站在項(xiàng)目管理方的角度,分析和闡述了卡楊公路項(xiàng)目風(fēng)險(xiǎn)管理實(shí)踐中采用的風(fēng)險(xiǎn)識(shí)別方法、風(fēng)險(xiǎn)分析評(píng)估及風(fēng)險(xiǎn)應(yīng)對(duì)策略,通過(guò)項(xiàng)目建設(shè)過(guò)程中風(fēng)險(xiǎn)管理實(shí)踐,分析卡楊公路項(xiàng)目風(fēng)險(xiǎn)管理全過(guò)程中的經(jīng)驗(yàn)做法,總結(jié)出項(xiàng)目委托管理模式下卡楊公路風(fēng)險(xiǎn)管理理論實(shí)踐及主要風(fēng)險(xiǎn)防范和應(yīng)對(duì)策略,為以后類似工程項(xiàng)目風(fēng)險(xiǎn)管理提供參考。同時(shí)對(duì)增強(qiáng)項(xiàng)目參建各方風(fēng)險(xiǎn)防范意識(shí),提高項(xiàng)目管理水平,有一定的指導(dǎo)意義。
[Abstract]:Hydropower construction projects have many uncertain factors, such as large investment, high technical requirements, long construction cycle, difficult natural and social conditions, etc. These uncertain factors will change and develop with the progress of engineering construction, if these risk factors can not be effectively controlled, it will bring great influence to engineering construction. Therefore, risk management is particularly important in hydropower construction. As the lifeline of Yalong River Basin Hydropower Development Co., Ltd.'s T class development strategy, and as a project entrustment management mode to explore the pilot project, the quality of risk management is not only related to the project construction itself. At the same time, it also relates to whether Sichuan Ertan Construction Company can smoothly realize the transformation from supervision consulting company to entrusted project management company. In this paper, the risk management of the special highway for approaching traffic in Kara Hydropower Station and Yangfanggou Hydropower Station is taken as the research object. Combining with the practice of risk management in Kayang Highway Project, this paper analyzes the risk management process of each stage of the project (including: risk identification, analysis, This paper evaluates and deals with various risk management practices of project managers in various stages of project management in Kayang Highway, analyzes and summarizes the main risks, coping strategies and effects in each stage of the project. Thus summarizes the project risk management experience and gain and loss. By analyzing the basic theory of project risk management and its significance and function, combining with the entrusted management mode and construction background of Kayang highway project, this paper stands in the perspective of project management. This paper analyzes and expounds the risk identification methods, risk analysis and evaluation and risk coping strategies used in the risk management practice of the Kayang Highway Project, through the practice of risk management in the course of the project construction. This paper analyzes the experiences and practices in the whole process of risk management of Kayang highway project, summarizes the theoretical practice and main risk prevention and coping strategies of Kayang highway risk management under the mode of project entrustment management, and provides a reference for the risk management of similar projects in the future. At the same time, it has certain guiding significance to strengthen the risk prevention consciousness of all parties involved in the project and improve the level of project management.
