【摘要】:對(duì)于電廠脫硫項(xiàng)目進(jìn)度計(jì)劃控制的研究已在全球范圍內(nèi)展開(kāi),根據(jù)相關(guān)專業(yè)組織和機(jī)構(gòu)的統(tǒng)計(jì)分析,當(dāng)前由于各種工廠的生產(chǎn),每年大約有兩億噸的廢氣被排放到大氣中,這些廢氣主要是二氧化硫,他們大多是含硫燃燒物燃燒后產(chǎn)生的,由于這些廢氣的排放,大氣環(huán)境受到嚴(yán)重危害。節(jié)能環(huán)保成為了國(guó)家近段時(shí)間一大課題。 我國(guó)發(fā)電企業(yè)大部分還是以使用燃煤為主要發(fā)電形式,煤炭直接燃燒會(huì)排放出大量二氧化硫。由于這種產(chǎn)電方式給環(huán)境造成了很大的污染,我國(guó)發(fā)電企業(yè)急需轉(zhuǎn)型換代,提升技術(shù),減少碳、硫等污染物的排放并推行清潔電力的發(fā)展模式。“十二五”國(guó)家戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展規(guī)劃中明確指出了七大戰(zhàn)略性新興產(chǎn)業(yè)的重點(diǎn)發(fā)展方向和主要任務(wù),因此我國(guó)各燃煤火力發(fā)電廠加裝脫硫裝置刻不容緩。 電廠的煙氣脫硫裝置設(shè)備在國(guó)外已經(jīng)得到了廣泛應(yīng)用,這些工程的控制方式和自動(dòng)化水平都已經(jīng)發(fā)展的比較成熟,國(guó)外的燃煤火力發(fā)電企業(yè)已普遍裝有脫硫裝置。大唐長(zhǎng)春第三熱電廠一期2×350MW火電機(jī)組于2008正式建成發(fā)電,一期2臺(tái)機(jī)組均未裝配脫硫系統(tǒng)。本文以項(xiàng)目管理的各種理論為基礎(chǔ),結(jié)合脫硫項(xiàng)目工程建設(shè)的各種特點(diǎn),針對(duì)大唐長(zhǎng)春第三熱電廠脫硫項(xiàng)目進(jìn)度與質(zhì)量控制,存在的設(shè)計(jì)、選址、施工、改造困難的問(wèn)題。來(lái)討論和分析如何解決此類問(wèn)題。將工期、質(zhì)量、投資等重點(diǎn)因素利益最大化。 本文以大唐長(zhǎng)春第三熱電廠脫硫項(xiàng)目為主要運(yùn)作主體,并結(jié)合當(dāng)今項(xiàng)目管理的最新研究理論,通過(guò)對(duì)項(xiàng)目管理的可控因素的分析和研究,從電廠脫硫項(xiàng)目的進(jìn)度計(jì)劃與控制等方面來(lái)探討如何減少工期,最后指出在該項(xiàng)目實(shí)施過(guò)程中應(yīng)該注意的問(wèn)題,結(jié)合現(xiàn)代項(xiàng)目管理的相關(guān)理論提出若干建議。本論文共分四個(gè)部分:第一部分了對(duì)論文的課題背景和研究意義進(jìn)行闡述;第二部分主要介紹了項(xiàng)目進(jìn)度計(jì)劃以及如何控制計(jì)劃,重點(diǎn)分析了我國(guó)項(xiàng)目管理中主要使用的方法及大唐長(zhǎng)春第三熱電廠脫硫擴(kuò)建項(xiàng)目進(jìn)度與質(zhì)量控制中存在問(wèn)題的成因;第三部分對(duì)大唐長(zhǎng)春第三熱電廠脫硫改擴(kuò)建項(xiàng)目進(jìn)度計(jì)劃方案進(jìn)行優(yōu)化研究;第四部分詳細(xì)分析了如何通過(guò)現(xiàn)代項(xiàng)目進(jìn)度與質(zhì)量控制管理方法、理論對(duì)大唐長(zhǎng)春第三熱電廠脫硫項(xiàng)目進(jìn)度計(jì)劃控制方案提供保障措施。
[Abstract]:The research on the schedule control of desulfurization projects in power plants has been carried out worldwide. According to the statistics and analysis of relevant professional organizations and institutions, at present, due to the production of various factories, about 200 million tons of exhaust gas is emitted into the atmosphere every year. These exhaust gases are mainly sulfur dioxide, most of which are produced by combustion of sulfur containing combusties.As a result of these emissions, the atmospheric environment is seriously damaged. Energy conservation and environmental protection has become a major issue in the recent period of time in our country. Most power generation enterprises in China use coal as the main form of power generation, coal combustion will emit a lot of sulfur dioxide. Due to the great pollution caused by this power generation mode, the generation enterprises in our country urgently need to transform and replace, upgrade technology, reduce the emission of carbon, sulfur and other pollutants, and promote the development mode of clean electricity. The development plan of the national strategic emerging industries in the 12th Five-Year Plan clearly points out the key development direction and main tasks of the seven major strategic emerging industries, so it is urgent to install desulfurization units in the coal-fired power plants in China. The flue gas desulfurization equipment of power plant has been widely used abroad, the control mode and automation level of these projects have developed relatively mature, the foreign coal-fired power generation enterprise has generally installed the desulfurization device. The 2 脳 350MW thermal power unit of Datang Changchun No.3 Thermal Power Plant was formally built in 2008 and no desulfurization system was installed in the first phase. Based on various theories of project management and various characteristics of desulphurization project construction, this paper aims at the difficult problems of schedule and quality control, design, location, construction and transformation of desulphurization project in Datang Changchun third Thermal Power Plant. To discuss and analyze how to solve such problems. Maximize the benefits of time limit, quality, investment and other key factors. Taking the Desulfurization Project of Datang Changchun third Thermal Power Plant as the main operation subject and combining the latest research theory of project management, this paper analyzes and studies the controllable factors of project management. From the aspects of schedule and control of desulfurization project in power plant, this paper discusses how to reduce the duration of the project, points out the problems that should be paid attention to in the course of implementation of the project, and puts forward some suggestions combined with the relevant theories of modern project management. This paper is divided into four parts: the first part describes the background and significance of the research, the second part mainly introduces the project schedule and how to control the plan. The main methods used in project management in our country and the causes of the problems in desulfurization and quality control of the third thermal power plant in Datang Changchun are analyzed. In the third part, the author optimizes the schedule plan of desulfurization reconstruction and extension project in Datang Changchun third Thermal Power Plant, and analyzes in detail how to adopt the modern project schedule and quality control management method. The theory provides the safeguard measures for the schedule control scheme of the desulfurization project in Datang Changchun third Thermal Power Plant.
