T公司太陽能烤房科研項目風險管理研究

【摘要】:進入21世紀,我國煙草行業(yè)得到了快速發(fā)展。隨著企業(yè)盈利水平的不斷提高和科研團隊的不斷壯大,近年來,為了響應中國煙草總公司對煙草產(chǎn)業(yè)可持續(xù)發(fā)展的號召,T公司承擔了許多煙草行業(yè)內(nèi)的科學研究項目。然而,有相當數(shù)量的科研項目由于項目管理的不當并沒有達到項目的預期目標,造成了項目資金和人力資源的浪費。項目風險管理在項目管理過程中起著極其重要的作用,項目失敗或被迫中止的主要原因之一就是在項目管理過程中沒有將項目風險管理作為主要的職能工作來抓,沒有有效地降低風險發(fā)生的可能性,從而導致了項目的失敗。如何加強企業(yè)科研項目的風險管理,從而進一步提高科研項目風險管理水平和企業(yè)科學技術(shù)的自主創(chuàng)新能力,確?蒲挟a(chǎn)出的經(jīng)濟和社會效益,具有較為深遠的意義。本文以T公司太陽能烤房科研項目作為研究對象,以項目風險管理的理論和方法為依據(jù),首先簡要介紹了太陽能烤房科研項目從立項審批到項目結(jié)題驗收的主要過程,然后以項目風險管理的風險規(guī)劃、識別、評估、應對和監(jiān)控等五個主要的風險管理過程為主線,對該項目整個生命周期的三個主要階段進行了較為深入的項目風險管理研究:首先運用項目風險識別技術(shù),對項目的立項審批、實施和結(jié)題驗收三個不同階段的風險事件進行初步的識別和綜合分析;其次采用層次分析法對項目各個階段進行風險評價;接下來采用組合策略分別針對太陽能烤房科研項目的三個主要階段的風險提出了相應的應對措施;最后結(jié)合項目的實際情況,提出了兩種風險監(jiān)控方法對項目風險進行監(jiān)控,使項目團隊可以更加有效地監(jiān)控項目風險,從而減少風險的發(fā)生。本文所研究的內(nèi)容已在T公司太陽能烤房科研項目的風險管理實踐中得到部分應用,對減少項目風險的發(fā)生起到了一定的積極作用。
[Abstract]:In the 21 st century, China's tobacco industry has been rapid development. In recent years, in response to the call of China Tobacco Corporation for the sustainable development of tobacco industry, in order to respond to the call of China Tobacco Corporation for the sustainable development of tobacco industry, the company has undertaken many scientific research projects in tobacco industry. However, due to the improper management of the project, a considerable number of scientific research projects have failed to achieve the expected objectives, resulting in the waste of project funds and human resources. Project risk management plays an extremely important role in the process of project management. One of the main reasons for project failure or forced suspension is that the project risk management is not regarded as the main function in the process of project management. Failure to effectively reduce the likelihood of risk occurrence leads to the failure of the project. It is of great significance to strengthen the risk management of scientific research projects in enterprises so as to further improve the risk management level of scientific research projects and the independent innovation ability of enterprises' science and technology so as to ensure the economic and social benefits of scientific research output. Based on the theory and method of project risk management, this paper firstly introduces the main process from project approval to project completion acceptance of solar baking house research project in T Company as the research object, and based on the theory and method of project risk management, this paper briefly introduces the main process of solar energy baking house scientific research project from project approval to project completion acceptance. Then take the five main risk management processes of project risk management such as risk planning, identification, evaluation, response and monitoring as the main line. The three main stages of the whole life cycle of the project are studied in depth. Firstly, project risk identification technology is used to approve and approve the project. The risk events in three different stages of implementation and acceptance are identified and comprehensively analyzed. Secondly, AHP is used to evaluate the risk of each stage of the project. Then the combination strategy is used to put forward the corresponding measures for the risk of the three main stages of the research project of solar baking house. Finally, combining with the actual situation of the project, two risk monitoring methods are put forward to monitor the risk of the project. Enables the project team to monitor project risks more effectively, thereby reducing risk occurrence. The content of this paper has been used in the risk management practice of R & D project of solar baking house in T Company, which has played a positive role in reducing the risk of the project.
