【摘要】:隨著經(jīng)濟(jì)的快速發(fā)展,青海省環(huán)保廳在信息化發(fā)展的背景下,大力開(kāi)展信息化建設(shè),但目前在移動(dòng)執(zhí)法與移動(dòng)辦公方面設(shè)方面是空白的,無(wú)法適應(yīng)青海省“十二五”環(huán)境保護(hù)工作的要求,因此需要建立移動(dòng)執(zhí)法系統(tǒng)和移動(dòng)辦公系統(tǒng),實(shí)現(xiàn)機(jī)動(dòng)、靈活、快捷的現(xiàn)場(chǎng)執(zhí)法目標(biāo)。移動(dòng)執(zhí)法系統(tǒng)是基于全省基礎(chǔ)網(wǎng)絡(luò),運(yùn)用空間網(wǎng)格技術(shù)、地理編碼技術(shù),將移動(dòng)信息化技術(shù)應(yīng)用到環(huán)境監(jiān)察管理中,建設(shè)移動(dòng)執(zhí)法系統(tǒng)。通過(guò)與我省現(xiàn)有的自動(dòng)監(jiān)控系統(tǒng)、應(yīng)急系統(tǒng)、辦公系統(tǒng)等系統(tǒng)有機(jī)結(jié)合起來(lái),實(shí)現(xiàn)信息共享和信息交換,實(shí)現(xiàn)對(duì)污染源編碼庫(kù)、環(huán)境管理事件編碼庫(kù)地快捷訪問(wèn),實(shí)現(xiàn)環(huán)境管理全過(guò)程監(jiān)管。通過(guò)建設(shè)移動(dòng)現(xiàn)場(chǎng)執(zhí)法終端應(yīng)用工作平臺(tái),推進(jìn)環(huán)境管理達(dá)到主動(dòng)、精確、快速和統(tǒng)一的目標(biāo),真正整合優(yōu)化環(huán)境管理信息資源和各級(jí)環(huán)保部門(mén)數(shù)據(jù)庫(kù),建立覆蓋全空間全區(qū)域的環(huán)境管理體系。本文首先對(duì)目前青海省環(huán)保廳移動(dòng)辦公系統(tǒng)進(jìn)行了相應(yīng)的需求分析并實(shí)地進(jìn)行調(diào)研,根據(jù)軟件開(kāi)發(fā)理論和項(xiàng)目管理理論進(jìn)行了設(shè)計(jì),分析目前移動(dòng)辦公系統(tǒng)在環(huán)境監(jiān)測(cè)方面存在的問(wèn)題,然后以需求為導(dǎo)向,從可行性、非功能和功能等方面進(jìn)行了分析,在此之上,從概要、詳細(xì)和數(shù)據(jù)庫(kù)等方面對(duì)系統(tǒng)進(jìn)行了設(shè)計(jì)。在系統(tǒng)實(shí)現(xiàn)部分,依次從系統(tǒng)實(shí)現(xiàn)環(huán)境、數(shù)據(jù)庫(kù)的實(shí)現(xiàn)和移動(dòng)辦公系統(tǒng)在環(huán)境監(jiān)測(cè)方面的實(shí)現(xiàn)三方面進(jìn)行展開(kāi),其中移動(dòng)辦公系統(tǒng)的實(shí)現(xiàn)大體分為信息查詢管理、任務(wù)管理、現(xiàn)場(chǎng)執(zhí)法管理、案件管理、移動(dòng)GIS管理、輔助應(yīng)急管理、移動(dòng)辦公管理等功能模塊,為了提高程序維護(hù)的簡(jiǎn)便性,本文在對(duì)數(shù)據(jù)庫(kù)進(jìn)行訪問(wèn)時(shí),設(shè)計(jì)了一個(gè)Data類,同時(shí)提高了重復(fù)利用的代碼數(shù)量,提高了工作效率。本項(xiàng)目所設(shè)計(jì)的移動(dòng)辦公系統(tǒng)目前已經(jīng)正式投入使用,建設(shè)的系統(tǒng)能夠提高工作人員管理效率,提升青海省環(huán)境管理能力,提高信息化資源管理能力,增強(qiáng)對(duì)機(jī)構(gòu)和人員的管理能力,落實(shí)企業(yè)在環(huán)境保護(hù)中的主體責(zé)任,為移動(dòng)執(zhí)法建設(shè)起到一個(gè)示范作用。
[Abstract]:With the rapid development of economy, under the background of informatization development, Qinghai Environmental Protection Department has vigorously carried out informatization construction, but at present, it is blank in the aspects of mobile law enforcement and mobile office.Unable to meet the requirements of environmental protection in the 12th Five-Year Plan of Qinghai Province, it is necessary to establish a mobile law enforcement system and a mobile office system to achieve a mobile, flexible and fast field law enforcement goal.Mobile law enforcement system is based on the basic network of the province, using space grid technology, geographical coding technology, the application of mobile information technology to environmental monitoring and management, the construction of mobile law enforcement system.By combining with the existing automatic monitoring system, emergency system, office system and other systems in our province, information sharing and information exchange can be realized, and the source coding database and the environment management event coding database can be accessed quickly.Realize the whole process of environmental management supervision.Through the construction of mobile site law enforcement terminal application platform to promote environmental management to achieve active, accurate, rapid and unified objectives, truly integrate and optimize environmental management information resources and environmental protection department database at all levels,Establish the environmental management system covering the whole space and the whole area.In this paper, the current mobile office system of Qinghai Department of Environmental Protection is analyzed and investigated on the spot. According to the theory of software development and project management, it is designed.This paper analyzes the problems existing in the environmental monitoring of mobile office system, and then analyzes the feasibility, non-function and function of the mobile office system from the aspects of feasibility, non-function and function.The system is designed in detail and database.In the part of system realization, the realization of system environment, the realization of database and the realization of mobile office system in environmental monitoring are carried out in turn. The realization of mobile office system is divided into information query management, task management, etc.Field law enforcement management, case management, mobile GIS management, emergency management, mobile office management and other functional modules, in order to improve the simplicity of program maintenance, this paper designed a Data class when accessing the database.At the same time, the number of reuse code is increased, and the working efficiency is improved.The mobile office system designed by this project has been formally put into use. The system can improve the efficiency of staff management, enhance the ability of environmental management in Qinghai Province, and improve the ability of information resources management.Strengthening the management ability of the institutions and personnel, implementing the main responsibility of enterprises in environmental protection, and playing an exemplary role in the construction of mobile law enforcement.
