【摘要】：山西省世行貸款節(jié)水灌溉二期項(xiàng)目以真實(shí)節(jié)水為理念,采取工程、農(nóng)藝和管理等綜合節(jié)水措施,對(duì)灌區(qū)進(jìn)行節(jié)水改造,同時(shí)在項(xiàng)目區(qū)開展基于控制蒸騰蒸發(fā)量的水權(quán)管理試點(diǎn)。針對(duì)項(xiàng)目特點(diǎn),提出適合山西省的節(jié)水灌溉項(xiàng)目監(jiān)測評(píng)價(jià)體系,以期為后續(xù)的農(nóng)業(yè)綜合開發(fā)項(xiàng)目建設(shè)及項(xiàng)目管理提供參考,并對(duì)其他行業(yè)利用世行貸款項(xiàng)目起到示范作用。2013年度項(xiàng)目監(jiān)測評(píng)價(jià)結(jié)果表明:MIS數(shù)據(jù)滯后于實(shí)際工程完成量;完成投資主要用于水利建設(shè)、農(nóng)業(yè)節(jié)水措施和項(xiàng)目管理。
[Abstract]:The second phase of the World Bank loan project of water saving irrigation in Shanxi Province, based on the concept of real water saving, adopted comprehensive water-saving measures, such as engineering, agronomy and management, to carry out water-saving transformation in irrigation districts. At the same time, the pilot project of water right management based on the control of transpiration is carried out in the project area. According to the characteristics of the project, the monitoring and evaluation system of water-saving irrigation project suitable for Shanxi Province is put forward. In order to provide a reference for the subsequent comprehensive agricultural development project construction and project management, and for other industries to use the World Bank loan project to play a role in monitoring and evaluation of the project in 2013, the results show that the data of 10 MIS lags behind the actual project completion; Completed investment is mainly used in water conservancy construction, agricultural water-saving measures and project management.
