唐山收費(fèi)公路建設(shè)融資問(wèn)題及對(duì)策研究

【摘要】:隨著燃油稅費(fèi)改革以及國(guó)務(wù)院《關(guān)于加強(qiáng)地方政府性債務(wù)管理的意見(jiàn)》的實(shí)施,地方交通部門依靠養(yǎng)路費(fèi)和通行費(fèi)等建立的交通融資平臺(tái)不復(fù)存在。隨著唐山市收費(fèi)公路建設(shè)的快速發(fā)展,交通部門通過(guò)貸款修路產(chǎn)生了大量債務(wù)。資金問(wèn)題不僅成為制約唐山交通運(yùn)輸事業(yè)發(fā)展最大瓶頸,而且成為了關(guān)系唐山交通部門生存、影響唐山市發(fā)展大局的關(guān)鍵問(wèn)題。因此,在新的形勢(shì)下,研究唐山收費(fèi)公路建設(shè)融資問(wèn)題及對(duì)策,擴(kuò)展資金籌措新渠道,逐步建立多元化的投融資體系,為唐山收費(fèi)公路建設(shè)健康持續(xù)發(fā)展提供資金支持具有重要理論意義和現(xiàn)實(shí)意義。針對(duì)上述問(wèn)題,本文首先從公路建設(shè)融資相關(guān)理論著手,通過(guò)查閱相關(guān)資料,對(duì)國(guó)內(nèi)外收費(fèi)公路建設(shè)融資經(jīng)驗(yàn)進(jìn)行了總結(jié)分析。隨后在通過(guò)實(shí)地調(diào)查和資料收集的基礎(chǔ)上,概括唐山收費(fèi)公路建設(shè)融資現(xiàn)狀,分析了存在的問(wèn)題:財(cái)政投入不足;融資渠道單一,結(jié)構(gòu)不合理,融資難度大,成本高;項(xiàng)目資本金不足,債務(wù)風(fēng)險(xiǎn)日益增大;投融資雙方思想觀念陳舊;PPP項(xiàng)目?jī)?chǔ)備不足,運(yùn)作體系不完善。進(jìn)而剖析了唐山收費(fèi)公路建設(shè)融資問(wèn)題的根源:地方政府對(duì)收費(fèi)公路建設(shè)認(rèn)識(shí)不到位,財(cái)政收入少;規(guī)劃設(shè)計(jì)不合理,項(xiàng)目融資成本過(guò)高;預(yù)期收益低和投資風(fēng)險(xiǎn)大;信息公開透明不夠,社會(huì)資本進(jìn)入意愿下降;對(duì)PPP模式認(rèn)識(shí)不到位,經(jīng)驗(yàn)少,制度不健全。最后針對(duì)問(wèn)題根源,提出相應(yīng)的對(duì)策:積極爭(zhēng)取國(guó)家和地方財(cái)政的更多投入;搭建融資平臺(tái),利用資本市場(chǎng)直接融資;轉(zhuǎn)變觀念,通過(guò)政策和資金支持,提高社會(huì)投資參與意愿,拓寬唐山收費(fèi)公路建設(shè)融資渠道;優(yōu)化前期設(shè)計(jì),做好項(xiàng)目?jī)?chǔ)備和入庫(kù),運(yùn)用PPP模式分類推進(jìn)唐山收費(fèi)公路建設(shè)融資;加強(qiáng)項(xiàng)目管理,降低成本和風(fēng)險(xiǎn),提高項(xiàng)目收益,保障項(xiàng)目運(yùn)營(yíng);建立健全信用體系等制度框架,筑牢收費(fèi)公路融資基礎(chǔ),營(yíng)造收費(fèi)公路融資良好環(huán)境。
[Abstract]:With the implementation of fuel tax reform and the State Council "on the strengthening of local government debt management opinions, traffic and toll road maintenance financing platform established by relying on local transportation departments no longer exist. With the rapid development of Tangshan City highway construction, traffic departments through road loans generated a lot of debt. Financial problems not only become the constraints of Tangshan the biggest bottleneck in the development of transportation, but also a relationship between the Tangshan Department of transportation to survive, key problems affecting the overall development of Tangshan City. Therefore, in the new situation of Tangshan toll road construction financing problems and countermeasures, expand the financing channel, the gradual establishment of a diversified investment and financing system, to provide financial support to have the important theory the significance and practical significance to the sustainable development of Tangshan highway construction. Aiming at the above problems, this paper from the highway construction financing On investment related theory, through access to relevant information, summarize the domestic and foreign financing of highway construction. Then on the basis of experience through field investigation and data collection, summarized the Tangshan toll road construction financing situation, analyzes the existing problems: financial investment shortage; the financing channel is single, unreasonable structure, financing difficulty large, high cost; inadequate capital projects, increasing the risk of debt financing; both sides of outdated ideas; lack of PPP project reserves, operation system is not perfect. Then analyzed the origin of Tangshan toll road construction financing problems: the local government to understand the construction of toll road is not in place, financial income less; project planning and design is not reasonable. The high cost of financing; the expected return is low and high investment risk; information transparency is not enough, social capital will decline; mode of PPP recognition system is not in place, with little experience, not Sound. Finally, the root of the problem, put forward the corresponding countermeasures: invest more actively strive for the national and local finance; set up a financing platform, direct financing through the capital market; change the concept, through policy and financial support, improve the willingness to participate in social investment, broaden the Tangshan toll road construction financing channels; optimization design, project reserves and storage using PPP model, classification promote Tangshan toll road construction financing; strengthening project management, reduce the cost and risk, improve project benefits, ensure project operation; establish the system of perfecting the credit system framework, and build a strong foundation of toll road financing, to create a good environment of toll road financing.
