【摘要】：軍隊(duì)特需藥品(簡稱"軍特藥")是軍隊(duì)保障作戰(zhàn)需要和維護(hù)國家安全的重要戰(zhàn)略物資,歷來受到各國軍隊(duì)高度重視。美軍在長期的軍特藥管理中,取得了許多寶貴的經(jīng)驗(yàn)與教訓(xùn)。該文通過整合分析美軍與FDA的軍特藥在科研、采購、使用和儲備等方面的軍民融合管理現(xiàn)狀,系統(tǒng)總結(jié)其成功經(jīng)驗(yàn),發(fā)現(xiàn)存在問題,并對我軍探索適合自身特色的軍特藥軍民融合管理提出系列建議。
[Abstract]:Military special medicine (abbreviated as "military special medicine") is an important strategic material for the army to support operational needs and maintain national security, which has always been highly valued by the armies of various countries. In the long-term management of military special drugs, the US military has always attached great importance to it. Many valuable experiences and lessons have been gained. This paper analyzes the current situation of military and civilian integration management in scientific research, procurement, use and reserve between the US military and FDA, and systematically summarizes its successful experience and finds out the problems. A series of suggestions are put forward for our army to explore the military special medicine and military-civilian integration management suitable for our own characteristics.
