【摘要】:對于高新技術(shù)企業(yè)來說,研發(fā)是企業(yè)的主導力量,而研發(fā)項目管理體系關(guān)系著企業(yè)的核心競爭力。具備科學、高效的研發(fā)項目管理體系,才能使得高科技企業(yè)更有創(chuàng)新能力,才能使得企業(yè)在激烈市場競爭中脫穎而出,立于不敗之地。有資料表明,早在上世紀八九十年代開始,國內(nèi)一些大中型高科技企業(yè)就引進美國GE、IBM、Intel等國際知名企業(yè)的研發(fā)項目管理體系,其應用很有成效。本論文研究的課題是“高科技研發(fā)項目管理體系的優(yōu)化研究”。本文以深圳一家小型高科技企業(yè)A公司為例,針對這家企業(yè)目前研發(fā)項目管理體系中存在的問題,通過現(xiàn)有相關(guān)數(shù)據(jù)、資料,深入分析、論證,尋求最優(yōu)化解決方案。A公司激光設備研發(fā)項目管理體系中存在不少問題,可以歸納為以下幾點:研發(fā)項目管理制度不完善,導致研發(fā)目標和方向不明確,缺乏科學的管理體系;研發(fā)在公司的定位不清晰,不能有效整合有限的研發(fā)資源,也無從發(fā)揮研發(fā)在企業(yè)的價值;形成初步的研發(fā)需求清單后,缺乏相應的機制對其進行甄別和篩選,以形成最終的研發(fā)課題;研發(fā)團隊人力資源的配置不合理,缺乏科學、整體的規(guī)劃;項目制定中,項目成員沒有明確合理的責權(quán)利規(guī)定,項目的配合和協(xié)調(diào)工作基本是由研發(fā)人員推動的,其他成員和部門只是被動參與;研發(fā)基礎(chǔ)性總結(jié)工作做得很少,知識管理體系不健全,研發(fā)和技術(shù)的思路及成果系于個人而不是系于公司,破壞了研發(fā)的延續(xù)性;沒有相關(guān)的機構(gòu)和制度來監(jiān)督和控制項目的運行,項目存在較大的風險,也缺乏項目評審機制對項目進行科學的考核和分析;管理者素質(zhì)跟不上,缺乏專業(yè)的管理者。由于以上這些問題的存在,使得公司的研發(fā)項目執(zhí)行困難、效率低下、管理成本增加,人力資源浪費,產(chǎn)品失去競爭優(yōu)勢,項目失敗率增加等。因此,建立新的研發(fā)項目管理體系是公司運營形勢所趨,是公司業(yè)務發(fā)展的迫切需要,也是公司解決生存危機的關(guān)鍵。在論文中,作者主要從五個章節(jié)(緒論、文獻綜述、A公司研發(fā)項目管理現(xiàn)狀與問題分析、A公司研發(fā)項目管理體系優(yōu)化方案的構(gòu)建、結(jié)論與展望)。著重研究A公司人力資源、績效管理、研發(fā)組織結(jié)構(gòu)、研發(fā)流程管理、研發(fā)項目計劃與控制這五個方面的問題,引入大量該企業(yè)真實的數(shù)據(jù)資料,深入分析論證A公司激光研發(fā)項目管理體系存在的問題、問題本質(zhì)原因并提出了系統(tǒng)的、創(chuàng)新性的解決方案,為其他類似的高新技術(shù)企業(yè)提供借鑒。
[Abstract]:For high-tech enterprises, R & D is the leading force of enterprises, and R & D project management system is related to the core competitiveness of enterprises. With a scientific and efficient R & D project management system, high-tech enterprises can be more innovative. In order to make enterprises stand out in the fierce market competition and remain invincible. According to some data, as early as 0th century, the beginning of the 1980s and 1990s, Some large and medium-sized high-tech enterprises in China have introduced the R & D project management system of well-known international enterprises such as GE, IBM, Intel and so on. Its application is very effective. The subject of this paper is "the optimization of high-tech R & D project management system". This paper takes A company, a small high-tech enterprise in Shenzhen, as an example. In view of the problems existing in the current R & D project management system of this enterprise, there are many problems in the R & D project management system of laser equipment of company A through existing relevant data, data, in-depth analysis, demonstration and seeking optimization solution. It can be summarized as follows: the system of R & D project management is not perfect, which leads to the unclear goal and direction of R & D, the lack of scientific management system, the unclear position of R & D in the company, and the inability to effectively integrate the limited R & D resources. There is also no way to give full play to the value of R & D in the enterprise; after forming a preliminary list of R & D needs, there is a lack of appropriate mechanisms to screen and screen them to form the final R & D project; the allocation of human resources of R & D teams is unreasonable and lacks science. The overall planning; in the project formulation, the project members do not have clear and reasonable rights and responsibilities, the cooperation and coordination of the project is basically driven by the R & D personnel, other members and departments are only passively involved; The basic summary of R & D is seldom done, the knowledge management system is not perfect, and the ideas and achievements of R & D and technology depend on the individual rather than the company, thus destroying the continuity of R & D; There are no relevant institutions and systems to supervise and control the operation of the project, the project has greater risks, and there is also a lack of a project review mechanism to carry out scientific assessment and analysis of the project. Lack of professional managers. Due to these problems, the company's R & D project implementation difficulties, inefficiency, increased management costs, human resources waste, product loss of competitive advantage, project failure rate increased, and so on. The establishment of a new R & D project management system is the trend of the company's operation situation, the urgent need of the company's business development, and the key to solve the survival crisis of the company. Analysis on the status quo and problems of R & D Project Management in A Company; the construction, conclusion and prospect of the optimization scheme of R & D project management system in A Company. The emphasis is on human resources, performance management, R & D organization structure, R & D process management, and R & D process management. The problems of R & D project planning and control, introducing a large number of real data of the enterprise, deeply analyzing and demonstrating the problems existing in the laser R & D project management system of company A, the essential reasons of the problems, and putting forward the systematic. Innovative solutions for other similar high-tech enterprises to provide reference.
