【摘要】：正2013年,河南省財(cái)政在深入調(diào)研的基礎(chǔ)上,決定在全省推行鄉(xiāng)鎮(zhèn)國庫集中支付制度改革。截至2015年6月底,改革共涉及鄉(xiāng)鎮(zhèn)2123個(gè),占鄉(xiāng)鎮(zhèn)總數(shù)的比例為95%,累計(jì)納入改革的預(yù)算單位8229個(gè),占鄉(xiāng)鎮(zhèn)預(yù)算單位總數(shù)的比例達(dá)90%以上,基本實(shí)現(xiàn)了"橫向到邊、縱向到底"的改革目標(biāo),極大提高了財(cái)政資金運(yùn)行效率和透明度,規(guī)范了財(cái)政資金支付行為。把握時(shí)機(jī),順勢(shì)而為(一)建章立制,規(guī)范改革。河南省于2003年啟動(dòng)省級(jí)國庫管理制度改革,2004年進(jìn)一步擴(kuò)大到省級(jí)各部門,并逐
[Abstract]:In 2013, Henan Province, on the basis of in-depth investigation, decided to implement the reform of the centralized payment system of township treasury in the whole province. By the end of June 2015, the reform had involved 2123 townships and townships, accounting for 95% of the total number of townships and towns. A total of 8229 budget units had been incorporated into the reform, accounting for more than 90% of the total number of township budget units. The goal of "vertical to bottom" reform greatly improves the efficiency and transparency of the operation of financial funds, and standardizes the behavior of payment of financial funds. Seize the opportunity, conform to the trend (1) establish a system, standardize reform. Henan Province launched the reform of provincial treasury management system in 2003, and further expanded to provincial departments in 2004.
