【摘要】：正一、財政支撐社會救助的意義近年來,湖北省荊門市東寶區(qū)牢固樹立主體責任意識,善于運用財政支持手段,把貫徹落實《社會救助暫行辦法》作為保障困難群眾基本生活、維護困難群眾生存權益和人格尊嚴的重要舉措抓緊抓好,不斷完善制度、規(guī)范管理、創(chuàng)新機制、加大投入,基本實現(xiàn)了救助范圍覆蓋城鄉(xiāng)、制度框架基本建立、操作程序科學規(guī)范、困難群眾應保盡保的目標,建立起了以城鄉(xiāng)低保、農村五保、自然災害救助為主,以臨時救助、社會互助為補充,以醫(yī)療、教育、住房、
[Abstract]:First, the significance of financial support for social assistance in recent years, Dongbao District of Jingmen City, Hubei Province, has firmly established a sense of principal responsibility, is good at using financial support means, and regards the implementation of the interim measures for Social Assistance as a guarantee for the basic life of the people in need. The important measures to safeguard the survival rights and interests and human dignity of the masses in need are to grasp the important measures, constantly improve the system, standardize management, innovate the mechanism, and increase investment, basically realizing the scope of relief covering urban and rural areas, and the establishment of a basic institutional framework.
