【摘要】：云南是文化資源大省之一,發(fā)展文化事業(yè)的條件十分優(yōu)越,但同時也是一個邊疆、民族、山區(qū)、貧困四位一體的省份。如何實現(xiàn)由文化資源大省向文化強省的跨越,是近年來政策和實踐中均在努力探索的問題。就云南省文化事業(yè)發(fā)展的資金投入現(xiàn)狀而言,財政投入是其重要乃至主要的資金來源。但由于云南省財政收入總量較低,如何保障文化事業(yè)投入充足是政策和實踐中面臨的一大挑戰(zhàn)。在現(xiàn)有文化事業(yè)投入規(guī)模內(nèi),財政文化事業(yè)支出結(jié)構(gòu)和投入方式就顯得更為重要。因此,系統(tǒng)分析云南省省級文化事業(yè)財政投入現(xiàn)狀,研究如何完善其財政文化事業(yè)支出結(jié)構(gòu),以及改進(jìn)投入方式,對于促進(jìn)云南省文化事業(yè)持續(xù)發(fā)展具有重大的現(xiàn)實意義和積極的理論價值。 本文圍繞優(yōu)化云南省級文化事業(yè)財政投入這一主題,首先了解省級文化事業(yè)財政投入的現(xiàn)狀,進(jìn)一步分析了省級文化事業(yè)財政投入存在的問題和原因;最后,提出了優(yōu)化省級文化事業(yè)投入的對策和措施。具體來說,全文可分為五章：第一章,導(dǎo)論。包括研究背景與問題的提出、研究意義、研究綜述、研究方法、研究內(nèi)容,以及對主要基本理論和核心概念進(jìn)行了簡述。第二章,通過對省級文化事業(yè)財政投入的規(guī)模、結(jié)構(gòu)、方式和效益的現(xiàn)狀進(jìn)行分析,為發(fā)現(xiàn)存在問題奠定了基礎(chǔ)。第三章,指出云南省省級文化事業(yè)財政投入存在的問題：包括“越位”進(jìn)退不下,“缺位”難以及時補充；構(gòu)建公共文化服務(wù)體系的任務(wù)仍很艱巨；財政保障的領(lǐng)域不夠均衡；文化遺產(chǎn)保護(hù)的投入仍然不足；財政保障的方式單一：缺乏有效的績效評價機制等。第四章,分析問題存在的原因。第五章,針對問題及其原因,提出了一系列對策,包括：財政支持文化事業(yè)發(fā)展必須有所為、有所不為；合理構(gòu)建公共文化服務(wù)體系；對文化事業(yè)保障要在地區(qū)間、城鄉(xiāng)間實現(xiàn)均衡；更加注重文化遺產(chǎn)保護(hù)；進(jìn)一步優(yōu)化財政保障投入方式；建立科學(xué)合理的績效評價機制等。
[Abstract]:Yunnan is one of the major provinces of cultural resources, the conditions for the development of cultural undertakings are very good, but also is a frontier, ethnic, mountain, poverty and four-in-one province. How to realize the leapfrogging from a large province of cultural resources to a strong province of culture is a problem that has been explored in policy and practice in recent years. Financial investment is an important and even main source of funds for the development of cultural undertakings in Yunnan Province. However, due to the low total financial revenue in Yunnan Province, how to ensure adequate investment in cultural undertakings is a major challenge in policy and practice. In the current scale of cultural investment, the structure and mode of financial and cultural expenditure is more important. Therefore, this paper systematically analyzes the present situation of the financial investment for the cultural undertakings at the provincial level in Yunnan Province, and studies how to improve the expenditure structure of the financial and cultural undertakings in Yunnan Province, and how to improve the investment mode. It has great practical significance and positive theoretical value for promoting the sustainable development of Yunnan's cultural undertakings. This paper focuses on the theme of optimizing the financial input for cultural undertakings in Yunnan Province, first of all, we understand the current situation of the financial investment in cultural undertakings at the provincial level, and further analyze the problems and causes of the financial investment in cultural undertakings at the provincial level. The countermeasures and measures of optimizing provincial cultural investment are put forward. Specifically, the full text can be divided into five chapters: chapter one, introduction. Including the research background and problems, research significance, research review, research methods, research content, as well as the main basic theory and core concepts are briefly described. The second chapter analyzes the current situation of the scale, structure, mode and benefit of the provincial cultural investment, which lays a foundation for finding the existing problems. The third chapter points out the problems existing in the financial input of provincial cultural undertakings in Yunnan province: including "offside", "absence" is difficult to supplement in time, the task of constructing public cultural service system is still very arduous, the field of financial guarantee is not balanced; The investment of cultural heritage protection is still insufficient; the way of financial guarantee is single: lack of effective performance evaluation mechanism. Chapter four analyzes the causes of the problem. In the fifth chapter, aiming at the problems and their causes, a series of countermeasures are put forward, including: the development of cultural undertakings must be supported by finance, and some things should not be done; the public cultural service system should be set up rationally; and the guarantee of cultural undertakings should be between regions. Balance between urban and rural areas; pay more attention to the protection of cultural heritage; further optimize the way of financial security investment; establish a scientific and reasonable performance evaluation mechanism.
