【摘要】：正一、財(cái)政政策調(diào)控要與經(jīng)濟(jì)體制基礎(chǔ)相適應(yīng)。經(jīng)過(guò)引入市場(chǎng)機(jī)制,到建立市場(chǎng)機(jī)制,再到完善市場(chǎng)機(jī)制這么幾個(gè)階段的改革后,中國(guó)經(jīng)濟(jì)運(yùn)行的基本特征已經(jīng)是市場(chǎng)化的,由市場(chǎng)在資源配置中起決定性作用,是必須遵循的一般規(guī)律。同時(shí),市場(chǎng)在資源配置中起決定性作用,并不是起全部作用,發(fā)展社會(huì)主義市場(chǎng)經(jīng)濟(jì),仍然要發(fā)揮好政府的作用。黨的十八屆三中全會(huì)通過(guò)的《決定》明確提出,"政府的職責(zé)和作用主要是保持宏觀經(jīng)濟(jì)穩(wěn)定,加強(qiáng)和優(yōu)化公共服務(wù),保障公
