【摘要】：隨著人口老齡化速度加快，社會(huì)經(jīng)濟(jì)發(fā)展水平提高，我國(guó)老年人口不斷增加，養(yǎng)老壓力不斷加重。家庭養(yǎng)老與機(jī)構(gòu)養(yǎng)老由于自身的缺陷而無(wú)法滿足我國(guó)老年人的需求，社區(qū)居家養(yǎng)老成為了主流模式。在這種形勢(shì)下，政府采購(gòu)社區(qū)居家養(yǎng)老服務(wù)應(yīng)運(yùn)而生。政府采購(gòu)社區(qū)居家養(yǎng)老服務(wù)取得了一些成效，但是目前政府采購(gòu)社區(qū)居家養(yǎng)老服務(wù)仍然存在許多問(wèn)題。 完善政府采購(gòu)社區(qū)居家養(yǎng)老服務(wù)，，有利于老年人享受更加優(yōu)質(zhì)的養(yǎng)老服務(wù)。本文在界定政府采購(gòu)社區(qū)居家養(yǎng)老相關(guān)概念和理論基礎(chǔ)之后，分析了政府采購(gòu)社區(qū)居家養(yǎng)老服務(wù)的現(xiàn)狀，包括資金來(lái)源、運(yùn)作流程等內(nèi)容，在肯定其取得成效的基礎(chǔ)上，指出了其存在的問(wèn)題。最后結(jié)合國(guó)外經(jīng)驗(yàn)針對(duì)問(wèn)題提出了對(duì)策。本文分為三個(gè)部分。第一部分為第一章和第二章，說(shuō)明了政府采購(gòu)社區(qū)居家養(yǎng)老服務(wù)的背景意義，界定了相關(guān)定義和基礎(chǔ)理論。第二部分為第三章和第四章，本部分對(duì)我國(guó)政府采購(gòu)社區(qū)居家養(yǎng)老服務(wù)現(xiàn)狀進(jìn)行了分析，剖析存在的問(wèn)題并分析了原因。第三部分為第五章和第六章，結(jié)合國(guó)內(nèi)外經(jīng)驗(yàn)針對(duì)存在的問(wèn)題提出對(duì)策。
[Abstract]:With the acceleration of population aging and the improvement of social and economic development, the elderly population in China is increasing, and the pressure of old-age support is increasing. The family and institutional old-age care can not meet the needs of the elderly because of their own shortcomings, community home pension has become the mainstream mode. In this situation, the government procurement community home pension services came into being. Government procurement community home pension service has achieved some results, but at present, there are still many problems in government procurement community home pension service. Improve the government procurement community home pension services, conducive to the elderly to enjoy more quality pension services. After defining the concept and theoretical basis of the government procurement community home pension, this paper analyzes the current situation of the government procurement community home pension service, including the source of funds, operation process and so on, on the basis of affirming its effectiveness. The existing problems are pointed out. Finally, combined with the experience of foreign countries, the countermeasures are put forward. This paper is divided into three parts. The first part is the first chapter and the second chapter, explains the background meaning of the community home pension service, defines the relevant definition and the basic theory. The second part is the third and fourth chapters. This part analyzes the current situation of our government procurement community home pension service, analyzes the existing problems and analyzes the reasons. The third part is the fifth chapter and the sixth chapter, combining the domestic and foreign experience to put forward the countermeasures to the existing problems.
