【摘要】：正轉(zhuǎn)移支付制度已成為市場(chǎng)經(jīng)濟(jì)國(guó)家處理政府間財(cái)政關(guān)系的普遍做法和基本方式。依據(jù)國(guó)家中央財(cái)政和地方財(cái)政關(guān)系的不同,可分為分權(quán)、集權(quán)兩種主要類(lèi)型,不同類(lèi)型的國(guó)家,其政府間轉(zhuǎn)移支付采取的方式與特點(diǎn)也不同�？傮w來(lái)講,聯(lián)邦制國(guó)家如美國(guó)、德國(guó)等,其財(cái)政體制為分權(quán)型,相應(yīng)地中央對(duì)地方的轉(zhuǎn)移支付規(guī)模較小。日本和法國(guó)等作為單一制國(guó)家,其財(cái)政體制為集權(quán)型,相應(yīng)地中央財(cái)政對(duì)地方財(cái)政的轉(zhuǎn)移支付規(guī)模較大。本文將分別以美國(guó)、德國(guó)、日
[Abstract]:The system of positive transfer payment has become the general practice and basic way for market economy countries to deal with intergovernmental financial relations. According to the relationship between central finance and local finance, it can be divided into two main types of decentralization and centralization. Different types of countries adopt different ways and characteristics of intergovernmental transfer payment. In general, federal countries, such as the United States, Germany, its fiscal system is decentralized, corresponding to the small scale of central to local transfer payments. As a single system country, Japan and France have a centralized fiscal system, and the scale of transfer payment from central finance to local finance is relatively large. This article will be based on the United States, Germany, Japan, respectively.
