【摘要】：養(yǎng)老服務市場化過程中,養(yǎng)老機構(gòu)盈利不足是困擾養(yǎng)老問題的主要矛盾,政府補貼是破解這一難題、提升養(yǎng)老事業(yè)發(fā)展的重要手段。本文以政府的預算約束為條件,利用財政補貼機制,建立了公辦民營、民辦公助及財政直接補貼的年財政補貼機制,并建立了相應的年財政補貼模型;根據(jù)養(yǎng)老機構(gòu)的運行效果,建立財政補貼的動態(tài)評估與調(diào)整機制,為推進養(yǎng)老事業(yè)的發(fā)展提供決策思路。
[Abstract]:In the course of the marketization of the old-age service, the insufficient profit of the pension institution is the main contradiction that plagued the old-age problem. The government subsidy is an important means to solve this problem and promote the development of the old-age cause. This paper, based on the government budget constraints, uses the financial subsidy mechanism to establish the annual finance for public run, private public assistance and financial direct subsidy. The subsidy mechanism and the corresponding annual financial subsidy model are set up, and the dynamic evaluation and adjustment mechanism of the financial subsidy is set up according to the operation effect of the pension institution, so as to provide the decision-making ideas for promoting the development of the pension enterprise.
