【摘要】：聯(lián)耕聯(lián)種模式是近年來國家大力倡導(dǎo)的新型耕地經(jīng)營方式之一。聯(lián)耕聯(lián)種的推廣,不僅彌補了家庭聯(lián)產(chǎn)承包責(zé)任制的弊端,更健全了統(tǒng)分結(jié)合的雙層經(jīng)營體制,成為不流轉(zhuǎn)土地也能推進農(nóng)業(yè)規(guī)�；�(jīng)營的新范例。江蘇省射陽縣作為聯(lián)耕聯(lián)種模式的發(fā)源地,也是沿海平原地區(qū)一個典型的農(nóng)業(yè)縣,對全國各地實踐推廣聯(lián)耕聯(lián)種有著重要的示范作用。對射陽縣而言,能否用好政府扶持這個手段推動聯(lián)耕聯(lián)種健康快速發(fā)展,不僅事關(guān)農(nóng)業(yè)轉(zhuǎn)型升級、實現(xiàn)農(nóng)業(yè)“大縣”向“強縣”轉(zhuǎn)變,更事關(guān)聯(lián)耕聯(lián)種的推廣普及和長效發(fā)展,避免成為又一個曇花一現(xiàn)的土地經(jīng)營模式。因此,很有必要對此開展有針對性的調(diào)查和分析。本研究通過文獻分析、實證分析、問卷調(diào)查等方法,對射陽縣聯(lián)耕聯(lián)種發(fā)展現(xiàn)狀和政府扶持的具體情況展開調(diào)查,通過分析當(dāng)?shù)卣龀致?lián)耕聯(lián)種主要措施及成效,查找政府支持策略上的存在問題,并提出完善的建議。論文首先介紹了耕地聯(lián)耕聯(lián)種模式的現(xiàn)實背景和研究現(xiàn)狀,明確了聯(lián)耕聯(lián)種的具體定義、運行機制和特點,然后運用新公共服務(wù)理論、市場失靈理論、公共產(chǎn)品理論,闡釋聯(lián)耕聯(lián)種發(fā)展過程中政府扶持的必要性。論文結(jié)合收集的文獻資料,具體介紹了射陽縣聯(lián)耕聯(lián)種的發(fā)展現(xiàn)狀,并從政府定位、政府職能、政府行為等角度入手,實證分析了近幾年來當(dāng)?shù)卣龀致?lián)耕聯(lián)種發(fā)展所采取的具體措施、發(fā)揮的實際成效,進而找出聯(lián)耕聯(lián)種發(fā)展過程中存在的扶持缺位現(xiàn)象:政府扶持力度減弱、基層服務(wù)體系不完善、財政補貼難以適應(yīng)實際需求、農(nóng)業(yè)社會化體系不健全等。最后,有針對性地提出了完善射陽縣政府扶持聯(lián)耕聯(lián)種發(fā)展的對策和建議:明確政府職能定位、提高聯(lián)耕聯(lián)種領(lǐng)域公共決策的科學(xué)性和嚴(yán)肅性、完善基層公共服務(wù)平臺建設(shè)、落實政策保障機制、加大基礎(chǔ)設(shè)施投入力度、完善社會化服務(wù)體系等建議。論文旨在通過完善聯(lián)耕聯(lián)種的政府扶持策略,為當(dāng)?shù)芈?lián)耕聯(lián)種的健康持續(xù)發(fā)展提供良好環(huán)境,從而推動聯(lián)耕聯(lián)種這種新模式逐步走向成熟。
[Abstract]:In recent years, the pattern of joint ploughing and planting is one of the new types of cultivated land management advocated by the state.The popularization of joint farming and joint planting not only makes up for the malpractice of household contract responsibility system, but also perfects the two-level management system of combination of division and unification, and becomes a new example of promoting large-scale agricultural management without circulation of land.Sheyang County of Jiangsu Province, as the birthplace of the combined cultivation and joint planting model, is also a typical agricultural county in the coastal plain area, which plays an important role in demonstrating the practice and popularization of the joint tillage and joint planting in all parts of the country.As far as Sheyang County is concerned, it is not only related to the transformation and upgrading of agriculture, but also to the popularization, popularization and long-term effective development of agricultural "big counties" and "strong counties" whether or not we can use the means of government support to promote the healthy and rapid development of the joint farming plants.Avoid becoming another short-lived land management model.Therefore, it is necessary to carry out targeted investigation and analysis.Through literature analysis, empirical analysis, questionnaire survey and other methods, this study investigated the current situation and the specific conditions of the government support for the development of the United tillage species in Sheyang County, and analyzed the main measures and results of the local government to support the joint cultivation.Find out the existing problems in the government support strategy, and put forward some perfect suggestions.Firstly, the paper introduces the realistic background and research status of the combined cropping model of cultivated land, and clarifies the concrete definition, operation mechanism and characteristics of the combined cropping system, and then applies the new public service theory, the market failure theory and the public product theory.To explain the necessity of government support in the process of the development of joint cultivation and cultivation.Based on the collected literature, the paper introduces the current situation of the development of Peiyang County, and starts with the position of the government, the function of the government, the behavior of the government, and so on.This paper empirically analyzes the concrete measures taken by the local government in recent years to support the development of the joint farming system and the actual results, and then finds out the phenomenon of lack of support in the process of the development of the joint cropping system: the weakening of the government support.The grass-roots service system is not perfect, the financial subsidy is difficult to adapt to the actual demand, the agricultural socialization system is not perfect and so on.Finally, the paper puts forward the countermeasures and suggestions to perfect Sheyang county government to support the development of joint farming and joint planting: to clarify the position of government functions, to improve the scientific and serious nature of public decision-making in the field of joint farming and joint planting, and to perfect the construction of public service platform at the grass-roots level.Implement policy safeguard mechanism, increase infrastructure investment dynamics, consummate socialization service system and so on suggestion.The purpose of this paper is to provide a good environment for the healthy and sustainable development of local federated ploughing species by improving the government support strategy, and thus to promote the development of this new model.
