【摘要】：收入不平等已成世界性趨勢和難題,嚴重的收入不平等引發(fā)的政策轉(zhuǎn)向正在撕裂經(jīng)濟全球化進程,中國收入不平等也不斷加劇。長期的、持續(xù)的經(jīng)濟增長是經(jīng)濟發(fā)展的核心要義,為探究收入不平等對長期經(jīng)濟增長的影響,本文提出收入不平等負向影響長期經(jīng)濟增長的"公共支出結(jié)構(gòu)偏向"機制:一個國家(地區(qū))收入分布不平等,可能導致社會階層、部門分裂,不同階層、部門為了公共支出合意結(jié)構(gòu)而競爭,迫使政府削減必要的但不被關注的支出,而這可能降低社會治理能力,進而危害長期經(jīng)濟增長。本文基于跨國數(shù)據(jù)的實證分析,研究發(fā)現(xiàn):收入不平等初始程度顯著降低長期經(jīng)濟增長速度;收入不平等初始程度顯著影響"公共支出結(jié)構(gòu)偏向",進而顯著負向影響長期經(jīng)濟增長;政治權(quán)力分散化顯著降低"公共支出結(jié)構(gòu)偏向"。
[Abstract]:Income inequality has become a worldwide trend and problem. The policy shift caused by serious income inequality is tearing apart the process of economic globalization, and China's income inequality is also increasing. For a long time, Sustained economic growth is the core of economic development, in order to explore the impact of income inequality on long-term economic growth, This paper proposes a "public expenditure structure bias" mechanism in which income inequality negatively affects long-term economic growth: unequal distribution of income in a country (region) may lead to social class, division of sectors, and different strata. Sectors compete for a desirable structure of public spending, forcing governments to cut necessary but unnoticed spending, which may reduce social governance and jeopardize long-term economic growth. This paper is based on empirical analysis of transnational data. The results show that the initial degree of income inequality significantly reduces the rate of long-term economic growth, and the initial degree of income inequality significantly affects "public expenditure structure bias", and then significantly negatively affects long-term economic growth. Decentralization of political power has significantly reduced the structural bias of public expenditure.
