【摘要】：城市社區(qū)居家養(yǎng)老模式在地方實(shí)踐中雖然取得一定成績(jī),但現(xiàn)階段養(yǎng)老機(jī)構(gòu)所提供的養(yǎng)老服務(wù)水平較低,供給效率不高,且服務(wù)質(zhì)量無(wú)法得到充分保證。在居家養(yǎng)老模式中政府具有不可規(guī)避的監(jiān)管責(zé)任,即使引入第三方評(píng)估機(jī)構(gòu)政府依然不可完全退卻。在政府監(jiān)管的三方博弈模型下考察,結(jié)論表明:政府的監(jiān)管動(dòng)機(jī)受到其監(jiān)管成本的影響,應(yīng)通過(guò)制度安排降低其監(jiān)管成本以提升監(jiān)管積極性;政府應(yīng)加大監(jiān)管力度,必要時(shí)增強(qiáng)行政處罰;政府要恰當(dāng)運(yùn)用財(cái)政支出的雙向激勵(lì)手段。
[Abstract]:Although the urban community home pension model has made some achievements in local practice, the level of pension services provided by pension institutions is low, and the supply efficiency is not high. And the service quality can not be fully guaranteed. In the home pension model, the government has an unavoidable regulatory responsibility, even if the introduction of third-party evaluation agencies, the government can not completely retreat. The conclusion shows that the motivation of government supervision is influenced by its supervision cost, and the government should reduce its supervision cost through institutional arrangement to promote the enthusiasm of supervision, and the government should strengthen supervision and administrative punishment if necessary. The government should make proper use of the two-way incentives of fiscal expenditure.
