【摘要】：農(nóng)業(yè)是支撐國(guó)民經(jīng)濟(jì)建設(shè)與發(fā)展的基礎(chǔ)產(chǎn)業(yè)，農(nóng)業(yè)的發(fā)展需要財(cái)政的支持。財(cái)政農(nóng)業(yè)支出是提高農(nóng)業(yè)產(chǎn)出最直接、最有效的方式之一，財(cái)政農(nóng)業(yè)支出的效率直接決定了我國(guó)農(nóng)業(yè)產(chǎn)出的增長(zhǎng)速度。在我國(guó)農(nóng)業(yè)支出領(lǐng)域內(nèi)，我國(guó)農(nóng)業(yè)產(chǎn)出水平較低，私人農(nóng)業(yè)支出規(guī)模較小，財(cái)政農(nóng)業(yè)支出占據(jù)了農(nóng)業(yè)總支出的重要部分，甚至是一些農(nóng)業(yè)基礎(chǔ)建設(shè)投資的主要來(lái)源。然而，結(jié)合歷年財(cái)政農(nóng)業(yè)支出狀況而言，雖然近年來(lái)我國(guó)財(cái)政農(nóng)業(yè)支出水平呈不斷上升趨勢(shì)，但其占財(cái)政總支出的比例卻不斷下降。另外，我國(guó)財(cái)政農(nóng)業(yè)支出長(zhǎng)期存在支出效率低下、管控不規(guī)范、缺乏有效的專項(xiàng)資金監(jiān)控措施等諸多問(wèn)題，這些都直接導(dǎo)致了財(cái)政農(nóng)業(yè)支出對(duì)農(nóng)業(yè)經(jīng)濟(jì)促進(jìn)作用的有效發(fā)揮。 政府對(duì)三農(nóng)問(wèn)題歷來(lái)重視，對(duì)三農(nóng)領(lǐng)域的支出也越來(lái)越多，但在剛性的財(cái)政預(yù)算約束前提下，財(cái)政農(nóng)業(yè)支出近年來(lái)較難有實(shí)質(zhì)性的提高。在此背景下探討財(cái)政農(nóng)業(yè)支出對(duì)農(nóng)業(yè)產(chǎn)出的影響機(jī)理，客觀評(píng)價(jià)財(cái)政農(nóng)業(yè)支出的效率及效益，并在此基礎(chǔ)上，總結(jié)財(cái)政農(nóng)業(yè)支出方面存在的問(wèn)題，可以為進(jìn)一步發(fā)揮財(cái)政農(nóng)業(yè)支出對(duì)農(nóng)業(yè)產(chǎn)出的提升作用提供指導(dǎo)性意見(jiàn)。 本文的主要研究?jī)?nèi)容如下： 論文的第一章為緒論，主要包括本文的研究目的和意義、國(guó)內(nèi)外研究概況、研究?jī)?nèi)容、研究方法以及本研究的創(chuàng)新點(diǎn)。 論文的第二章為財(cái)政農(nóng)業(yè)支出與農(nóng)業(yè)產(chǎn)出的相關(guān)理論，主要從財(cái)政支出、農(nóng)業(yè)產(chǎn)出以及兩者之間的關(guān)系方面介紹了本研究相關(guān)的理論。 論文的第三章為糧食主產(chǎn)區(qū)地方財(cái)政農(nóng)業(yè)支出現(xiàn)狀及問(wèn)題，主要從糧食主產(chǎn)區(qū)地方財(cái)政農(nóng)業(yè)支出的規(guī)模和結(jié)構(gòu)方面介紹了糧食主產(chǎn)區(qū)地方財(cái)政農(nóng)業(yè)支出現(xiàn)狀及問(wèn)題。 論文的第四章為本文的實(shí)證研究部分，主要從地方財(cái)政農(nóng)業(yè)支出對(duì)糧食主產(chǎn)區(qū)農(nóng)業(yè)產(chǎn)出的顯著性分析、地方財(cái)政農(nóng)業(yè)支出與糧食主產(chǎn)區(qū)農(nóng)業(yè)產(chǎn)出的誤差修正模型分析、地方財(cái)政農(nóng)業(yè)支出與糧食主產(chǎn)區(qū)農(nóng)業(yè)產(chǎn)出的VAR分析方面探討了地方財(cái)政農(nóng)業(yè)支出對(duì)糧食主產(chǎn)區(qū)農(nóng)業(yè)產(chǎn)出的影響機(jī)理。 論文的第五章為本文的研究結(jié)論和對(duì)策建議，主要總結(jié)了本文的實(shí)證分析結(jié)果，并在此基礎(chǔ)上提出了相關(guān)對(duì)策建議。 總結(jié)全文，通過(guò)實(shí)證分析發(fā)現(xiàn)，地方財(cái)政農(nóng)業(yè)支出對(duì)各糧食主產(chǎn)省農(nóng)業(yè)產(chǎn)出有顯著的正向影響，但影響程度不大，表明地方財(cái)政農(nóng)業(yè)支出資金的使用效率有待進(jìn)一步提高。同時(shí)，通過(guò)對(duì)各要素對(duì)農(nóng)業(yè)產(chǎn)出增加貢獻(xiàn)率的測(cè)算發(fā)現(xiàn)，2005-2012年地方財(cái)政農(nóng)業(yè)支出對(duì)農(nóng)業(yè)產(chǎn)出增加的年均貢獻(xiàn)率較1997-2004年的貢獻(xiàn)率有進(jìn)一步增加，說(shuō)明地方財(cái)政農(nóng)業(yè)資金對(duì)糧食主產(chǎn)省的農(nóng)業(yè)產(chǎn)出發(fā)揮著越來(lái)越大的作用，且這種作用在不同糧食主產(chǎn)省份之間存在較大差異，河南、山東、江蘇三省地方財(cái)政支農(nóng)支出對(duì)農(nóng)業(yè)產(chǎn)出的貢獻(xiàn)率較大；此外，，不同省份的農(nóng)業(yè)產(chǎn)出自發(fā)性貢獻(xiàn)率差異較大，這表明不同糧食主產(chǎn)省有著顯著不同的農(nóng)業(yè)發(fā)展稟賦，這些主要可能是因?yàn)椴煌Z食主產(chǎn)省農(nóng)業(yè)競(jìng)爭(zhēng)力水平和發(fā)展?fàn)顩r差異較大。基于此，本文認(rèn)為對(duì)于不同水平及發(fā)展階段上的糧食主產(chǎn)省而言，財(cái)政農(nóng)業(yè)支出的投資重點(diǎn)和發(fā)展方向也不應(yīng)完全一致，應(yīng)立足各個(gè)省區(qū)的農(nóng)業(yè)發(fā)展現(xiàn)狀和資源特色及優(yōu)勢(shì)，根據(jù)經(jīng)濟(jì)和產(chǎn)業(yè)發(fā)展?fàn)顩r，制訂切實(shí)可行的財(cái)政支農(nóng)資金使用辦法，以更好地促進(jìn)各個(gè)區(qū)域農(nóng)業(yè)產(chǎn)出水平和農(nóng)業(yè)競(jìng)爭(zhēng)力水平的可持續(xù)提高。
[Abstract]:Agriculture is the basic industry of supporting the construction and development of the national economy, the development of agriculture needs financial support. Fiscal expenditure for agriculture is to improve the agricultural output of the most direct, one of the most effective way, the efficiency of fiscal agricultural expenditure directly determines China's agricultural output growth rate. In the field of agricultural expenditure in China, China's agricultural output the low level of private expenditure for agriculture, small scale, fiscal expenditure for agriculture occupies an important part in agricultural spending, even the main source of agricultural infrastructure investment. However, combined with many years of fiscal agricultural expenditure situation, although in recent years, China's agricultural financial expenditure level showed a rising trend, but the total financial expenditure the proportion is declining. In addition, fiscal expenditure for agriculture in China has existed for a long time spending efficiency is low, management is not standardized, lack of effective control measures such as special funds All these have directly led to the effective exertion of the financial and agricultural expenditure on the agricultural economy.
The government has always attached great importance to the problems of agriculture, rural areas of spending more and more, but in the budget constraint under the premise of fiscal expenditure for agriculture is difficult to have a substantial improvement in recent years. To explore the mechanism of fiscal expenditure on agricultural output in this context, the objective of efficiency and benefit evaluation of fiscal expenditure for agriculture. And on this basis, summarize the existing problems of fiscal expenditure for agriculture, can provide guidance for the further play the role of fiscal agricultural expenditure on agricultural output increase.
The main contents of this paper are as follows:
The first chapter of the thesis is the introduction, which mainly includes the purpose and significance of the study, the research situation at home and abroad, the content of the research, the research methods and the innovation of this research.
The second chapter is about the theory of fiscal expenditure on agriculture and agricultural output, mainly from the aspects of fiscal expenditure, agricultural output and the relationship between them.
The third chapter is about the current situation and problems of the local fiscal agricultural expenditure in the main grain producing areas. It mainly introduces the current situation and problems of the local fiscal agricultural expenditure in the main grain producing areas, mainly from the scale and structure of the local fiscal expenditure on agriculture in the main grain producing areas.
The fourth chapter is the empirical research part of this paper, mainly from the significance of local fiscal expenditure for agriculture on agricultural output of major grain producing areas of analysis, error correction model analysis of local fiscal expenditure for agriculture and the major grain producing areas of agricultural output, analysis of mechanism of local fiscal expenditure for agriculture on Agricultural output in major grain producing areas of Local Fiscal Agriculture the expenditure with the main grain producing areas of agricultural output VAR.
The fifth chapter of this paper is the conclusion and Countermeasures of this paper, which mainly summarizes the results of the empirical analysis, and on this basis, the relevant countermeasures and suggestions are put forward.
A summary of the full text, through empirical analysis found that the local fiscal expenditure for agriculture has a significant positive impact on the major grain producing province, agricultural output, but the influence is not big, indicating that the efficient use of local fiscal expenditure of agriculture needs to be further improved. At the same time, through the discovery of all the elements increase the calculation of contribution rate of agricultural output, average annual contribution increased 2005-2012 local fiscal expenditure for agriculture on agricultural output rate is 1997-2004 the contribution rate increases further, that agricultural output for major grain producing province where fiscal agricultural funds play an increasingly important role, and the effect difference between different major grain producing provinces of Henan, Shandong, Jiangsu provinces local fiscal expenditure contribution to agricultural output rate; in addition, different provinces spontaneous agricultural output contribution rate differences, suggesting that different grain producing provinces There is a significant agricultural development endowment different, these may be mainly because of differences in different grain areas, agricultural competitiveness and development level greatly. Based on this, this paper thinks that for different levels and stages of development of the major grain producing province, the focus of investment and development direction of fiscal agricultural expenditure should not be completely consistent, should be based on the various provinces and autonomous regions the current situation of agricultural development and resources characteristics and advantages, according to the economic and industrial development, make feasible use of financial funds for agriculture, to better promote the sustainable improvement of regional agricultural output level and agricultural competitiveness level.
