【摘要】：正行政事業(yè)單位是政府行使公共職能、做好公共服務的重要載體,行政事業(yè)資產是單位開展各項業(yè)務工作的物質基礎和保障。管好用好行政事業(yè)資產,對于支撐單位履行職能、有效控制運行成本、健全國有資產管理體系、提高財政資金使用效益、完善公共財政體制以及理順收入分配關系,都具有重要意義。當前,行政事業(yè)資產管理工作的一個薄弱環(huán)節(jié)是資產配置管理,而影響資產配置管理的最主要問題在于配置標準缺失。可以說,加快制定科學合理的資產配置標準,是新形勢下進一步深化部門預算改革、實現(xiàn)資產管理與預算管理有效結合的突破口和重要抓手,是強化資產"入口"監(jiān)管以及實現(xiàn)資產、預算乃至財政管理科學化的重要內容。
[Abstract]:The normal administrative institution is the important carrier for the government to perform the public function and do well the public service. The administrative enterprise assets are the material basis and guarantee for the unit to carry out all kinds of business work, and the good management and utilization of the administrative enterprise assets. For supporting units to perform their functions, effectively control operating costs, improve the management system of state-owned assets, improve the efficiency of the use of financial funds, improve the public financial system and straighten out the relationship between income distribution. At present, asset allocation management is a weak link in the management of administrative assets, and the most important problem affecting asset allocation management is the lack of allocation standards. Speeding up the formulation of scientific and reasonable asset allocation standards is a breakthrough and an important grasp for further deepening the departmental budget reform and realizing the effective combination of asset management and budget management under the new situation. It is an important content to strengthen the supervision of assets' entrance and to realize the scientific management of assets, budget and even finance.
