【摘要】：以供給側(cè)結(jié)構(gòu)性改革推進我國政府購買社會組織服務(wù)的發(fā)展,是當(dāng)前我國在社會服務(wù)供給體制創(chuàng)新方面的重要舉措。政府購買社會組織服務(wù)從本質(zhì)上說是服務(wù)規(guī)劃者與服務(wù)生產(chǎn)者相分離的過程。在此過程中,政府和社會組織共同組成了公共服務(wù)的"供給端",只是在"供給端"內(nèi)部形成了不同的分工,公共服務(wù)的對象則成為"需求端"。由此,基于供給側(cè)改革的視角,從供給理念、供給制度、供給要素、供給機制和供給邊界五個方面構(gòu)建政府購買社會組織服務(wù)路徑優(yōu)化的分析框架,以期不斷地提升公共服務(wù)供給的水平與質(zhì)量,有效滿足公眾需求。
[Abstract]:The development of social organization services to supply side structural reform of our government, is an important measure in the current social service supply system innovation in our country. In essence is a process of service planners and service producers separation of government purchase of social organizations. In this process, the government and social organization composed of the public service of "supply side", just formed a different division of labor in the "supply side", the object of public services has become the "demand side". Thus, the supply side reform based on the perspective of supply from concept, supply system, supply factors, establish the analysis frame of government purchase of social service organization optimization path in five aspects the supply mechanism and supply boundary, to continuously improve the level and quality of public service supply period, effectively meet the needs of the public.
