【摘要】：本文通過分析我國香港特區(qū)、英國、美國的項(xiàng)目決策制度,研究澳大利亞、新西蘭、德國、意大利的財(cái)政投資評(píng)審體系,借鑒國內(nèi)具有代表性的廈門市和北京市財(cái)政投資評(píng)審中心的先進(jìn)經(jīng)驗(yàn),總結(jié)出這些國家或地區(qū)財(cái)政投資評(píng)審制度的特點(diǎn),以及這些先進(jìn)經(jīng)驗(yàn)對(duì)我國財(cái)政投資評(píng)審的啟示；在介紹我國財(cái)政投資評(píng)審的發(fā)展歷程、含義、職能、依據(jù)、范圍、內(nèi)容、程序及管理模式等的基礎(chǔ)上,結(jié)合金州新區(qū)財(cái)政投資審核中心的工作實(shí)際,分析了我國財(cái)政投資評(píng)審的現(xiàn)狀及存在問題,并提出了解決方法的建議；著重展開對(duì)市政工程項(xiàng)目決策階段財(cái)政投資評(píng)審的研究,通過分析,指出加強(qiáng)市政工程項(xiàng)目決策階段財(cái)政投資評(píng)審的必要性和措施,構(gòu)建了市政工程項(xiàng)目決策階段的財(cái)政投資評(píng)審指標(biāo)體系,并運(yùn)用德爾菲法、改進(jìn)的層次分析法、專家打分法等確定評(píng)審指標(biāo)、計(jì)算指標(biāo)權(quán)重、計(jì)算評(píng)審結(jié)果；結(jié)合工作實(shí)際,選取工作中具有較強(qiáng)代表性的市政工程為例,驗(yàn)證了所建立的財(cái)政投資評(píng)審指標(biāo)體系的合理性和有效性；最后對(duì)我國財(cái)政投資評(píng)審的發(fā)展前景進(jìn)行了展望。 內(nèi)容涵蓋國內(nèi)外財(cái)政投資評(píng)審綜述,我國財(cái)政投資評(píng)審的發(fā)展歷程、現(xiàn)狀、程序、管理模式等,我國目前財(cái)政投資評(píng)審存在的問題及解決方法,市政工程項(xiàng)目決策階段的財(cái)政投資評(píng)審研究,基于改進(jìn)層次分析法的市政工程項(xiàng)目決策階段財(cái)政投資評(píng)審指標(biāo)體系的建立等方面。本文的工作可以為我國的財(cái)政投資評(píng)審提供借鑒。
[Abstract]:Based on the analysis of the development course , meaning , function , basis , scope , content , procedure and management mode of our country ' s financial investment review , this paper analyzes the characteristics of the financial investment evaluation system in our country and puts forward some suggestions to solve the financial investment review in our country . This article covers the review of financial investment at home and abroad , the development course , current situation , procedure and management mode of our country ' s financial investment review , the existing problems and solutions in our country ' s current financial investment review , the financial investment review in the decision - making stage of the municipal engineering project , the establishment of the financial investment evaluation index system in the decision - making stage of the municipal engineering project based on the improved analytic hierarchy process , etc . The work of this paper can provide reference for our country ' s financial investment review .
