【摘要】：旅游小城鎮(zhèn)的發(fā)展需要社區(qū)居民提供驅(qū)動(dòng)力,社區(qū)居民參與旅游小城鎮(zhèn)發(fā)展對(duì)于改善小鎮(zhèn)居民與游客的關(guān)系,保護(hù)小城鎮(zhèn)生態(tài)環(huán)境,化解社區(qū)居民、政府、旅游企業(yè)各方矛盾,實(shí)現(xiàn)旅游小城鎮(zhèn)可持續(xù)發(fā)展起著重要作用。但目前我國(guó)旅游小城鎮(zhèn)社區(qū)參與普遍存在居民參與意識(shí)淡薄、參與人數(shù)少、參與形式單一、參與層次低、缺乏組織領(lǐng)導(dǎo)和保障機(jī)制等問(wèn)題。為此可以通過(guò)立法建立旅游小城鎮(zhèn)社區(qū)參與的法律保障體系,政府重視保證社區(qū)居民對(duì)旅游小城鎮(zhèn)發(fā)展的實(shí)質(zhì)性參與,充分發(fā)揮非政府組織的橋梁紐帶作用,開(kāi)展豐富多彩的社區(qū)活動(dòng),激發(fā)居民參與熱情,提升居民參與能力,真正實(shí)現(xiàn)社區(qū)居民參與旅游小城鎮(zhèn)發(fā)展并從小城鎮(zhèn)的旅游發(fā)展中受益。
[Abstract]:The development of tourism small towns needs community residents to provide driving force, community residents to participate in the development of small towns to improve the relationship between small town residents and tourists, to protect the ecological environment of small towns, to resolve community residents, government, tourism enterprises. The sustainable development of small tourist towns plays an important role. But at present, there are some problems such as weak participation consciousness, small number of participants, single participation form, low level of participation, lack of organizational leadership and security mechanism in the community participation of tourism small towns in our country. Therefore, legislation can be adopted to establish a legal guarantee system for community participation in small tourist towns. The government attaches importance to ensuring the substantive participation of community residents in the development of small tourist towns and gives full play to the role of non-governmental organizations as a bridge link. To carry out rich and colorful community activities, stimulate residents' enthusiasm for participation, promote residents' ability to participate, and truly realize the benefits of community residents' participation in the development of small towns and small towns as well as the tourism development of small towns.
