【摘要】：科學(xué)技術(shù)是經(jīng)濟(jì)和社會(huì)發(fā)展的不竭動(dòng)力，金融是現(xiàn)代經(jīng)濟(jì)發(fā)展的核心要素�？萍寂c金融的有效結(jié)合成為各省核心競(jìng)爭(zhēng)力的著力點(diǎn)，福建省地處沿海，近年來(lái)科技與金融呈現(xiàn)良好的發(fā)展趨勢(shì)。本文用實(shí)證方法分析福建省科技與金融相結(jié)合的效率得出結(jié)論，并通過(guò)借鑒國(guó)內(nèi)外科技與金融發(fā)展的良好經(jīng)驗(yàn)提出對(duì)策建議。 在本文中，通過(guò)使用DEA（數(shù)據(jù)包絡(luò)分析）方法，從橫向和縱向兩方面進(jìn)行比較，對(duì)福建省金融投入與科技產(chǎn)出相結(jié)合的效率進(jìn)行分析。橫向方面，基于全國(guó)29個(gè)省市的截面數(shù)據(jù)將福建省與其他省市作比較，得出福建省科技與金融相結(jié)合的效率值偏低，與江蘇，浙江，廣東等發(fā)達(dá)沿海省份相比還存在較大差距，科技與金融的結(jié)合并不是很理想，還存在很大的發(fā)展空間；縱向方面，運(yùn)用福建省近12年的相關(guān)數(shù)據(jù)對(duì)福建省科技與金融相結(jié)合的現(xiàn)狀與趨勢(shì)做出分析，，得出福建省科技與金融結(jié)合的效率值大部分與DEA有效值相差較大，但整體上處于波動(dòng)上升的趨勢(shì)�；跈M向和縱向兩方面的實(shí)證分析得出以下結(jié)論：福建省科技與金融的結(jié)合效率不高，福建省對(duì)科技發(fā)展的金融投入存在不足，應(yīng)加大福建省對(duì)科技發(fā)展的投入；科技產(chǎn)出存在相對(duì)的不足，應(yīng)提高福建省的科技成果轉(zhuǎn)化效率和能力，使金融投入更好地轉(zhuǎn)化為科技產(chǎn)出。 在實(shí)證分析的基礎(chǔ)上，通過(guò)總結(jié)國(guó)內(nèi)國(guó)外科技與金融良好發(fā)展的經(jīng)驗(yàn)，以科技從研究開(kāi)發(fā)到科技擴(kuò)散轉(zhuǎn)移再到科技市場(chǎng)化不同階段特點(diǎn)及對(duì)金融的需求為主線，并結(jié)合福建省具體省情，揚(yáng)長(zhǎng)避短，提出實(shí)現(xiàn)福建省科技與金融良好結(jié)合的對(duì)策建議。
[Abstract]:Science and technology is the inexhaustible power of economic and social development, and finance is the core element of modern economic development. The effective combination of science and technology and finance has become the focus of the core competitiveness of each province. Fujian Province is located on the coast. In recent years, science, technology and finance have shown a good trend of development. This paper analyzes the efficiency of the combination of science and technology and finance in Fujian Province by empirical method, and puts forward some countermeasures and suggestions through drawing lessons from the good experience of the development of science, technology and finance at home and abroad. In this paper, DEA (data Envelopment Analysis) method is used to analyze the efficiency of the combination of financial input and scientific and technological output in Fujian Province by comparing the horizontal and vertical aspects. Horizontally, based on the cross-section data of 29 provinces and cities in China, Fujian Province is compared with other provinces and cities. It is concluded that the efficiency value of combining science and technology with finance in Fujian Province is on the low side, and there is still a big gap between Fujian Province and developed coastal provinces such as Jiangsu, Zhejiang, Guangdong, etc. The combination of science and technology with finance is not ideal, and there is still a lot of room for development. Vertically, using the relevant data of Fujian Province for the past 12 years, we analyze the current situation and trend of the combination of science and technology and finance in Fujian Province. It is concluded that the efficiency value of the combination of science and technology and finance in Fujian Province is mostly different from the effective value of DEA, but it is in the trend of fluctuation and rising on the whole. Based on the empirical analysis of horizontal and vertical aspects, the following conclusions are drawn: the combination efficiency of science and technology and finance in Fujian Province is not high, and the financial input of Fujian Province to the development of science and technology is insufficient, so we should increase the investment of Fujian Province in the development of science and technology; There are relative deficiencies in scientific and technological output, so we should improve the efficiency and ability of scientific and technological achievements transformation in Fujian Province, so that financial input can be transformed into scientific and technological output better. On the basis of empirical analysis, through summing up the experience of good development of science, technology and finance at home and abroad, the main line is the characteristics of different stages of science and technology from research and development to the transfer of science and technology diffusion to the marketization of science and technology, as well as the demand for finance. Combined with the specific situation of Fujian Province, the author puts forward some countermeasures and suggestions to realize the good combination of science and technology and finance in Fujian Province.
