【摘要】：進(jìn)入21世紀(jì),世界各國間的競爭實(shí)際上是以經(jīng)濟(jì)和科技為基礎(chǔ)的綜合國力的競爭,其中科學(xué)技術(shù)是關(guān)鍵,因此科技投入作為科技發(fā)展的基本保障也越來越受到各國的重視。我國在大力發(fā)展經(jīng)濟(jì)的同時也在不斷加大科技投入的力度,其中地方政府扮演著十分重要的角色。近年來,各地方政府都在不斷加大科技投入的力度,優(yōu)化科技投入的結(jié)構(gòu)以及不斷的提高科技成果的轉(zhuǎn)化率,但是在此過程中也出現(xiàn)了很多問題,從而使地方政府科技投入的效能低下,不能很好的促進(jìn)地方經(jīng)濟(jì)快速健康的發(fā)展。因此,健全地方政府科技投入機(jī)制、管理機(jī)制以及監(jiān)督機(jī)制,是促進(jìn)地方科技持續(xù)、健康發(fā)展,建設(shè)自主創(chuàng)新型城市的重要舉措。 本文主要對青島市科技投入的現(xiàn)狀及存在的問題進(jìn)行了研究,首先分析了科技投入研究的目的和意義,以及對國內(nèi)外科技投入及其相關(guān)內(nèi)容的研究現(xiàn)狀進(jìn)行了綜述；其次,在簡述了科技投入及地方政府科技投入內(nèi)涵和特點(diǎn)的基礎(chǔ)上,闡述了政府科技功能理論和技術(shù)創(chuàng)新理論等地方政府科技投入的理論基礎(chǔ)；再次,在分析了青島市科技投入的現(xiàn)狀、存在問題以及原因的基礎(chǔ)上,分析了計劃單列市廈門以及省會城市南京的科技投入情況,并與青島的進(jìn)行對比,從而分析給青島市發(fā)展科技投入帶來的啟示；最后,從建立科學(xué)的政府科技創(chuàng)新投入機(jī)制、建立和完善政府科技投入管理和監(jiān)督機(jī)制以及完善政府科技投入管理創(chuàng)新的配套體系等方面提出了完善青島市科技投入政策與管理模式的對策建議。
[Abstract]:In the 21st century, the competition among countries in the world is actually the competition of comprehensive national strength based on economy and science and technology, among which science and technology is the key. Therefore, the investment of science and technology as the basic guarantee of the development of science and technology is paid more and more attention by all countries. The local government plays a very important role in increasing the investment of science and technology. In recent years, local governments have been constantly increasing the intensity of science and technology investment, optimizing the structure of science and technology investment and constantly increasing the conversion rate of scientific and technological achievements, but in the process there have also been many problems. So that the efficiency of local government investment in science and technology is low, which can not promote the rapid and healthy development of local economy. Therefore, it is an important measure to improve the scientific and technological input mechanism, management mechanism and supervision mechanism of local government to promote the sustainable and healthy development of local science and technology and to build an independent and innovative city. In this paper, the current situation and existing problems of scientific and technological investment in Qingdao are studied. Firstly, the purpose and significance of scientific and technological investment research are analyzed, and the research status of science and technology investment and its related contents at home and abroad are summarized. On the basis of introducing the connotation and characteristics of science and technology investment and local government science and technology investment, this paper expounds the theoretical basis of local government science and technology investment, such as the theory of science and technology function of government and the theory of technological innovation. On the basis of analyzing the present situation, existing problems and reasons of scientific and technological investment in Qingdao, this paper analyzes the situation of science and technology investment in Xiamen, Xiamen and Nanjing, the capital city of Qingdao, and compares it with Qingdao. Finally, from establishing the scientific and technological innovation investment mechanism of the government, the author analyzes the enlightenment to the development of science and technology investment in Qingdao. The author puts forward some suggestions on how to perfect the policy and mode of scientific and technological investment in Qingdao from the aspects of establishing and perfecting the management and supervision mechanism of the government's scientific and technological input and the supporting system of the innovation of the government's scientific and technological investment management.
