【摘要】:東莞SC研究院作為一家民間研究機(jī)構(gòu),經(jīng)過幾年時(shí)間發(fā)展,在決策咨詢領(lǐng)域取得一定的成績(jī)。但同時(shí),也存在著許多民間智庫(kù)發(fā)展中所遇到的一些難題和困惑。比如,組織結(jié)構(gòu)、運(yùn)營(yíng)機(jī)制、資金渠道、人才隊(duì)伍等方面都存在許多問題和不足。因此,本文通過實(shí)地調(diào)查法、文獻(xiàn)分析法、案例研究法等研究方法,對(duì)東莞SC研究院進(jìn)行深入調(diào)查,對(duì)其內(nèi)、外部環(huán)境進(jìn)行全面剖析,查找存在問題的原因,為研究院未來可持續(xù)發(fā)展提出合適的對(duì)策和建議。研究發(fā)現(xiàn),隨著中央相關(guān)系列政策的出臺(tái),中國(guó)民間智庫(kù)將會(huì)迎來發(fā)展機(jī)遇。目前,東莞決策咨詢行業(yè)具有很大的發(fā)展空間,政府決策層面也逐步形成一種廣聽民意的社會(huì)氛圍,東莞本土的經(jīng)濟(jì)實(shí)力以及對(duì)思想產(chǎn)品的需求為東莞SC研究院帶來了許多發(fā)展機(jī)會(huì),與此同時(shí),我們也看到東莞目前高端的研究人才十分短缺,研究人員成本也逐步加大,市場(chǎng)對(duì)于思想產(chǎn)品的要求也越來越高,這些威脅也對(duì)研究院帶來了挑戰(zhàn)。在研究院內(nèi)部,研究院擁有自身的獨(dú)特優(yōu)勢(shì)資源,作為省市社會(huì)建設(shè)共建項(xiàng)目,在項(xiàng)目來源、經(jīng)費(fèi)支持、成果報(bào)送等方面具有自身特點(diǎn),但在管理機(jī)制、團(tuán)隊(duì)建設(shè)等方面也存在一些不足和問題。研究認(rèn)為,東莞SC研究院應(yīng)立足于東莞本土市情,堅(jiān)持做小做精的發(fā)展方向,其發(fā)展模式應(yīng)該是服務(wù)東莞社會(huì)建設(shè)的樞紐型智庫(kù)平臺(tái),充分發(fā)揮靈活平臺(tái)作用,廣泛集聚社會(huì)各界力量的核心優(yōu)勢(shì),為東莞社會(huì)建設(shè)服務(wù)。發(fā)展路徑需要以提升內(nèi)部能力和整合外部資源作為重點(diǎn),從建立現(xiàn)代管理體系、打造特色思想產(chǎn)品、整合高素質(zhì)人才力量、拓寬籌資融資渠道、完善成果轉(zhuǎn)化宣傳機(jī)制五個(gè)方面加以推進(jìn),實(shí)現(xiàn)東莞SC研究院可持續(xù)發(fā)展。
[Abstract]:As a private research institution, the Dongguan SC Research Institute has made some achievements in the field of decision-making consulting after several years of development. But at the same time. There are also some problems and puzzles encountered in the development of many folk think tanks. For example, there are many problems and deficiencies in organizational structure, operation mechanism, financial channels, talent team, etc. Through field investigation, literature analysis, case study and other research methods, this paper makes an in-depth investigation on Dongguan SC Research Institute, analyzes its internal and external environment comprehensively, and finds out the reasons for the problems. For the future sustainable development of the Institute to put forward appropriate countermeasures and suggestions. The study found that with the introduction of the central related series of policies, China's non-governmental think tanks will ushered in development opportunities. Dongguan decision-making consulting industry has a great space for development, government decision-making level has gradually formed a broad public opinion of the social atmosphere. Dongguan's local economic strength and the demand for ideological products have brought many development opportunities for the Dongguan SC Research Institute. At the same time, we also see a very shortage of high-end research personnel in Dongguan. The cost of researchers is also gradually increasing, the market for ideological products are also increasingly demanding, these threats also bring challenges to the Institute. Within the Institute, the Institute has its own unique advantages and resources. As a co-construction project of provincial and municipal social construction, it has its own characteristics in terms of project source, funding support, achievement reporting and so on, but there are some shortcomings and problems in management mechanism, team building and so on. Dongguan SC Research Institute should be based on the local market situation in Dongguan, adhere to the development direction of small do fine, its development model should be serving Dongguan social construction hub think tank platform, give full play to the role of flexible platform. The development path needs to focus on enhancing internal capacity and integrating external resources from the establishment of modern management system to create characteristic ideological products. The sustainable development of Dongguan SC Research Institute can be realized by integrating the high quality talents, widening the financing channels and perfecting the propaganda mechanism of the achievement transformation.
