【摘要】：知識經(jīng)濟時代的到來,使得科學技術成為先進生產(chǎn)力的代表。世界各國均意識到要依靠先進科學技術特別是前沿科技推動國家經(jīng)濟和社會的可持續(xù)發(fā)展。在這樣的大背景下,各國均開始大力投入基礎研究,經(jīng)費不斷增加,投入強度也在不斷增強。我國基礎研究經(jīng)費近些年一直呈現(xiàn)出指數(shù)增長的趨勢,但是在對基礎研究進行投入的過程中也出現(xiàn)了一些問題,如投入力度較低,經(jīng)費結(jié)構不合理等。 針對這些問題,本文開展了我國基礎研究經(jīng)費投入結(jié)構的研究。本文首先對國內(nèi)外與基礎研究有關的理論和學者的觀點及思想進行了整理和比較,并對國外典型國家的基礎研究經(jīng)費結(jié)構展開了調(diào)查和研究。在此基礎上,本文通過大量的數(shù)據(jù)和政策調(diào)研,將我國基礎研究經(jīng)費投入結(jié)構系統(tǒng)的劃分為來源結(jié)構、強度結(jié)構、使用結(jié)構和主體結(jié)構,并綜合運用熵測度法、灰色系統(tǒng)理論中的灰關聯(lián)度理論、對比分析、文獻分析、定性分析與定量分析相結(jié)合、理論分析與實踐分析相結(jié)合等方法,開展對我國基礎研究經(jīng)費投入結(jié)構的研究。 在對我國基礎研究經(jīng)費投入結(jié)構進行詳盡的梳理和研究的基礎上,本文給出了相應的研究結(jié)論,并提出了對我國基礎研究經(jīng)費投入結(jié)構的相應的對策及建議。
[Abstract]:The arrival of the era of knowledge economy. It makes science and technology become the representative of advanced productive forces. Countries all over the world realize that we should rely on advanced science and technology, especially advanced science and technology, to promote the sustainable development of national economy and society. All countries began to invest heavily in basic research, with the increasing of funds and the increasing of investment intensity. In recent years, the expenditure on basic research in China has been showing the trend of exponential growth. However, there are some problems in the process of investment in basic research, such as low investment, unreasonable structure of funds, and so on. In order to solve these problems, this paper carries out the research on the investment structure of basic research funds in China. Firstly, this paper collates and compares the theories and scholars' views and ideas related to basic research at home and abroad. And on the basis of the investigation and research on the structure of basic research funds in typical foreign countries, this paper through a large number of data and policy research. This paper divides the basic research funds into source structure, intensity structure, using structure and main body structure, and synthetically applies entropy measure method, grey correlation degree theory in grey system theory, and makes a comparative analysis. Through the methods of literature analysis, qualitative analysis and quantitative analysis, theoretical analysis and practical analysis, the research on the investment structure of basic research funds in China is carried out. On the basis of detailed analysis and research on the structure of basic research funds in our country, this paper gives the corresponding research conclusions, and puts forward the corresponding countermeasures and suggestions for the structure of basic research funds investment in our country.
