【摘要】：對(duì)河南省14個(gè)地市、17個(gè)縣區(qū)的25個(gè)行政村的調(diào)查表明,目前農(nóng)戶對(duì)最急需的道路建設(shè)、農(nóng)田水利設(shè)施、科技和信息服務(wù)、衛(wèi)生醫(yī)療、勞動(dòng)力技能培訓(xùn)和農(nóng)村電網(wǎng)等農(nóng)村公共服務(wù)的滿意度不高;現(xiàn)行農(nóng)村公共服務(wù)供給機(jī)制尚無(wú)法全面反映農(nóng)戶的真實(shí)需求,造成供需錯(cuò)位。構(gòu)建以需求為導(dǎo)向的農(nóng)村公共服務(wù)供給機(jī)制應(yīng)從以下幾方面著手:堅(jiān)持體現(xiàn)農(nóng)戶需求的政策制定原則;建立有效的農(nóng)戶需求表達(dá)機(jī)制;改革農(nóng)村公共服務(wù)供給的績(jī)效評(píng)價(jià)機(jī)制;探索農(nóng)村公共服務(wù)多元供給機(jī)制。
[Abstract]:A survey of 25 administrative villages in 14 prefectures, 17 counties and districts in Henan Province shows that at present, farmers are most in need of road construction, irrigation and water conservancy facilities, science, technology and information services, health and medical treatment, The satisfaction degree of rural public service such as labor skill training and rural power grid is not high, and the current rural public service supply mechanism can not fully reflect the real demand of farmers, resulting in the dislocation of supply and demand. The construction of demand-oriented rural public service supply mechanism should be carried out from the following aspects: adhere to the policy formulation principle to reflect farmers' demand, establish effective peasant household demand expression mechanism, reform the performance evaluation mechanism of rural public service supply; Explore the multiple supply mechanism of rural public services.
