【摘要】：科技創(chuàng)新是促進(jìn)經(jīng)濟(jì)結(jié)構(gòu)優(yōu)化升級,實(shí)現(xiàn)創(chuàng)新驅(qū)動發(fā)展,適應(yīng)和引領(lǐng)新常態(tài)的根本路徑。財政政策和金融政策都是科技創(chuàng)新政策體系的重要組成部分,但是單一的財政手段或單一的金融手段都不能取得令人滿意的績效,財政工具與金融工具互相取長補(bǔ)短、協(xié)調(diào)配合,共同支持科技創(chuàng)新,成為科技政策的主流范式。江蘇在財政協(xié)同金融支持科技創(chuàng)新方面進(jìn)行了積極探索,取得了顯著成就,但也存在諸多問題和制約因素。因此,必須以新一輪全面深化改革為契機(jī),系統(tǒng)探索財政協(xié)同金融支持科技創(chuàng)新的總體思路、基本路徑與推進(jìn)策略。
[Abstract]:Scientific and technological innovation is the fundamental way to promote the optimization and upgrading of economic structure, to realize innovation driving development and to adapt and lead the new normal.Fiscal policy and financial policy are both important components of science, technology and innovation policy system, but no single fiscal instrument or single financial means can achieve satisfactory results. Financial instruments and financial instruments complement each other.Coordinate, support science and technology innovation, become the mainstream paradigm of science and technology policy.Jiangsu has made great achievements in supporting scientific and technological innovation by financial cooperation and financial support, but there are still many problems and restrictive factors.Therefore, we must take a new round of comprehensive deepening reform as an opportunity to systematically explore the overall idea, basic path and promotion strategy of financial cooperation and finance to support scientific and technological innovation.
