【摘要】：農(nóng)業(yè)是經(jīng)濟(jì)社會(huì)發(fā)展的基礎(chǔ),是實(shí)現(xiàn)國(guó)家長(zhǎng)治久安不可或缺的基石。對(duì)于農(nóng)業(yè)大國(guó)的中國(guó)而言,發(fā)展好農(nóng)業(yè)經(jīng)濟(jì)更是關(guān)系到國(guó)民經(jīng)濟(jì)的各個(gè)方面。農(nóng)業(yè)的發(fā)展,需要財(cái)政的大力支持,財(cái)政資金的注入,是確保農(nóng)業(yè)健康有序發(fā)展的重要因素。本論文在此背景下,基于公共財(cái)政理論、公共產(chǎn)品理論、農(nóng)業(yè)投資理論,采用文獻(xiàn)分析法、比率分析法、系統(tǒng)分析法等研究方法,對(duì)遼寧省盤錦市財(cái)政資金支農(nóng)問題展開研究。研究結(jié)果表明,盤錦市結(jié)合地區(qū)發(fā)展的際,加大了財(cái)政對(duì)農(nóng)業(yè)的資金支持力度,無論是絕對(duì)規(guī)模還是相對(duì)規(guī)模,均明顯提高,2009-2016年財(cái)政支農(nóng)強(qiáng)度始終高于1,但財(cái)政農(nóng)業(yè)的扶持遠(yuǎn)遠(yuǎn)沒有達(dá)到要求。在支農(nóng)資金結(jié)構(gòu)上,支援農(nóng)業(yè)生產(chǎn)與農(nóng)業(yè)基本建設(shè)兩大領(lǐng)域投入持續(xù)增長(zhǎng),農(nóng)林水氣等部門的事業(yè)費(fèi)占比較大,但農(nóng)業(yè)科技三項(xiàng)費(fèi)投入較少。盤錦市農(nóng)業(yè)在財(cái)政資金的大力投入與支持下,實(shí)現(xiàn)了農(nóng)業(yè)經(jīng)濟(jì)快速發(fā)展、農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)不斷優(yōu)化、農(nóng)業(yè)生產(chǎn)條件穩(wěn)步提高、農(nóng)村和農(nóng)民生活條件改善明顯。但盤錦是財(cái)政資金支農(nóng)仍存在一定問題,集中體現(xiàn)在資金投入總量相對(duì)不足、資金投入結(jié)構(gòu)不合理、資金整合難度大、財(cái)政支農(nóng)資金預(yù)算編制不合理、財(cái)政支農(nóng)項(xiàng)目缺乏科學(xué)論證、財(cái)政支農(nóng)資金管理水平低下以及財(cái)政支農(nóng)后評(píng)價(jià)機(jī)制有待完善。建議通過確保支農(nóng)資金多渠道穩(wěn)定增長(zhǎng)、優(yōu)化資金投入結(jié)構(gòu)、有效整合支農(nóng)資金、完善預(yù)算編制體系、實(shí)施科學(xué)的支農(nóng)項(xiàng)目管理、提升財(cái)政支農(nóng)資金管理水平及創(chuàng)新財(cái)政支農(nóng)支出的后評(píng)價(jià)機(jī)制,以提高盤錦市財(cái)政資金支農(nóng)的績(jī)效水平。希望通過本文的研究,能夠?yàn)楸P錦市財(cái)政資金支農(nóng)水平的提高有所幫助,并助力盤錦市農(nóng)村進(jìn)步、農(nóng)業(yè)法發(fā)展和農(nóng)民富裕。
[Abstract]:Agriculture is the foundation of economic and social development, realize national long period of stability indispensable cornerstone for the development of Chinese agricultural country, agricultural economy is related to all aspects of the national economy. The development of agriculture, need to vigorously support fiscal, financial capital injection, is an important factor to ensure the healthy and orderly development of the agriculture. In this context, based on the theory of public finance, public goods theory, agricultural investment theory, using the method of literature analysis, ratio analysis, system analysis and other research methods, research on the Liaoning city of Panjin province fiscal funds. The results show that the combination of the inter regional development of Panjin City, increase the financial funds for agriculture support, whether it is the absolute size or relative size, were significantly improved, 2009-2016 years of fiscal strength is higher than 1, but the fiscal agricultural support is far from To meet the requirements. In the funds structure, support agricultural production and the basic construction of two major areas of investment continues to grow, forestry and water sector expenditure accounted for relatively large, but the agricultural science and technology three fees. Less investment and support strong investment in the financial funds for agriculture in Panjin City, to achieve the rapid development of agricultural economy and agriculture optimize the industrial structure, agricultural production conditions improved steadily, rural areas and farmers living conditions improved significantly. But Panjin is the financial funds still exist certain problems, reflected in the total amount of capital investment is relatively insufficient capital investment, unreasonable structure, financial integration is difficult, financial funds budget is not reasonable, the lack of scientific proof of financial support for agriculture project the low level of finance, funds management and financial support after the evaluation system needs to be improved. Through more channels and stable funds to ensure growth, and Funding structure, effective integration of funds, improve the budget system, the implementation of agricultural scientific project management, evaluation mechanism to enhance the financial funds management level and innovation of fiscal expenditure of agriculture, to improve the financial capital of Panjin city's level of performance. Hope that through this study, the level of support to the financial capital of Panjin City help to improve the power, and progress in rural areas of Panjin City, agricultural law development and farmers rich.
