【摘要】：高新技術(shù)已成為我國經(jīng)濟(jì)發(fā)展中的主要增長(zhǎng)點(diǎn)，黨的十七大報(bào)告中提出:提升高新技術(shù)產(chǎn)業(yè)，發(fā)展信息、生物、新材料、航空航天、海洋等產(chǎn)業(yè)。近幾年來，高新技術(shù)企業(yè)特別是中小高新技術(shù)企業(yè)發(fā)展迅猛，它們?cè)趲?dòng)我國科技創(chuàng)新、推動(dòng)科研成果轉(zhuǎn)化、促進(jìn)國民經(jīng)濟(jì)發(fā)展等方面做出了難以估量的貢獻(xiàn)。中小高新技術(shù)企業(yè)在其發(fā)展中需要大量的資金，但由于其自身發(fā)展過程中的高風(fēng)險(xiǎn)、高投入、高收益的“三高”特征，以及政府政策不夠支持、資本市場(chǎng)不夠完善、我國中小型高新技術(shù)企業(yè)在融資過程中面臨著政府支持技術(shù)改造資金較少、直接融資渠道狹小、間接融資中信貸配給問題，缺乏完善的直接融資體系、缺乏有效的直接融資渠道。間接融資體系不健全以及企業(yè)自身所存在融資能力不夠等原因融資難已成為制約中小高新技術(shù)企業(yè)發(fā)展的嚴(yán)重瓶頸。因此，研究中小高新技術(shù)企業(yè)的融資策略，具有十分重要的現(xiàn)實(shí)意義。 本文分析了中小高新技術(shù)企業(yè)自身的特征，，從合理滿足高新技術(shù)企業(yè)發(fā)展過程中的融資要求出發(fā)，借鑒發(fā)達(dá)國家中小型高新技術(shù)企業(yè)先進(jìn)融資體系的經(jīng)驗(yàn)的基礎(chǔ)上，提出了支持我國中小型高新技術(shù)企業(yè)在資本市場(chǎng)融資的對(duì)策。為了解決目前我國中小型高新技術(shù)企業(yè)的融資問題，必須采取如下對(duì)策：第一完善資本市場(chǎng)結(jié)構(gòu)，建立完善二板市場(chǎng)；第二發(fā)展風(fēng)險(xiǎn)投資；第三建立場(chǎng)外交易。
[Abstract]:High and new technology has become the main growth point in the economic development of our country. In the report of the 17th National Congress of the Communist Party of China (CPC), it has been put forward: to upgrade the high-tech industry, to develop information, biology, new materials, aerospace, marine and other industries in recent years. High-tech enterprises, especially small and medium-sized high-tech enterprises, are developing rapidly. They are driving scientific and technological innovation in our country and promoting the transformation of scientific research achievements. Small and medium-sized high-tech enterprises need a lot of funds in their development, but because of their own development process of high risk, high investment. The "three high" characteristics of high returns, as well as the insufficient support of government policies, the capital market is not perfect, China's small and medium-sized high-tech enterprises in the process of financing is faced with less government support for technological transformation funds. The direct financing channel is narrow, the credit rationing problem in the indirect financing, lacks the perfect direct financing system. Lack of effective direct financing channels, indirect financing system is not perfect and the financing capacity of the enterprise itself is not enough, financing difficulties have become a serious bottleneck restricting the development of small and medium-sized high-tech enterprises. It is of great practical significance to study the financing strategy of medium and small high-tech enterprises. This paper analyzes the characteristics of small and medium-sized high-tech enterprises, from the reasonable development of high-tech enterprises to meet the financing requirements. Based on the experience of advanced financing system of small and medium-sized high-tech enterprises in developed countries. In order to solve the financing problem of the medium and small high-tech enterprises in our country, we must take the following countermeasures: first, perfect the structure of the capital market. Establishing and perfecting the second board market; Second, develop venture capital; Third, the establishment of over-the-counter transactions.
