【摘要】：積極發(fā)展現(xiàn)代農(nóng)業(yè),離不開金融這一關(guān)鍵要素的支持與保障。文章依據(jù)統(tǒng)計(jì)資料,揭示出我國現(xiàn)行農(nóng)村金融體制運(yùn)行中存在著農(nóng)村資金系統(tǒng)性流失巨大、商業(yè)性金融逐步淡出、合作性金融規(guī)模小實(shí)力弱、政策性金融業(yè)務(wù)面狹窄、民間金融活躍但缺乏規(guī)范和保護(hù)、財(cái)政支農(nóng)力度不強(qiáng)、"三農(nóng)"風(fēng)險(xiǎn)保障機(jī)制缺失、農(nóng)村金融擔(dān)保體系幾乎空白等八大問題。提出了以"三農(nóng)"金融需求為依據(jù)、財(cái)政資金為扶持、政策性金融為引導(dǎo)、合作性金融為主體、商業(yè)性金融為后盾、大金融為視角的改革和創(chuàng)新我國農(nóng)村金融體制的政策建議。
[Abstract]:The positive development of modern agriculture, cannot do without the support and security is the key factor of finance. According to statistics, reveal China's current rural financial system operation in the presence of a huge loss of rural financial system, commercial finance, cooperative finance gradually fade out, small scale weak policy financial business is narrow, folk but the lack of regulation and protection of financial activity, financial support for agriculture is not strong, the "three rural" lack of risk protection mechanisms, financial guarantee system in rural areas is almost empty. Eight problems put forward by the "three rural" financial demand as the basis, financial support, financial policy guidance, financial cooperation as the main business finance financial backing for the reform and innovation of China's rural financial system policy recommendations.

【正文快照】： 我國現(xiàn)行的農(nóng)村金融體制,是根據(jù)1996年國務(wù)院《關(guān)于農(nóng)村金融體制改革的決定》建立的。表面上看是比較完善的,既有政策性金融機(jī)構(gòu)、合作性金融機(jī)構(gòu),又有商業(yè)性金融機(jī)構(gòu)。但實(shí)際上現(xiàn)行的農(nóng)村金融體制對(duì)“三農(nóng)”的支持力度日益削弱,已難以適應(yīng)農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)發(fā)展,與發(fā)展現(xiàn)代農(nóng)業(yè)
