福州市高層次人才引進(jìn)政策研究

【摘要】:當(dāng)今社會(huì),人才是最具競(jìng)爭(zhēng)力的資源和發(fā)展要素,以高層次專業(yè)技術(shù)人才和高技能人才為代表的高層次專業(yè)人才,更是作為整個(gè)社會(huì)發(fā)展的推動(dòng)因素、經(jīng)濟(jì)發(fā)展的促進(jìn)因素、人文環(huán)境發(fā)展的助力因素而成為整個(gè)社會(huì)資源中不可或缺、不可替代和不可復(fù)制的力量。近年來(lái),福州市在推動(dòng)本市高層次人才建設(shè)上,努力打造人才向往之城和人才集聚之地,而高層次人才引進(jìn)政策更是人才資源競(jìng)爭(zhēng)的根本基礎(chǔ)。 本文結(jié)合本人近幾年來(lái)在人才工作方面的切身工作實(shí)踐經(jīng)驗(yàn)和體會(huì),運(yùn)用所學(xué)公共管理理論和實(shí)踐加以研究,分析福州市高層次人才隊(duì)伍建設(shè)情況和高層次人才引進(jìn)政策實(shí)施情況,找出福州市高層次人才引進(jìn)政策現(xiàn)有問(wèn)題和成因,并借鑒國(guó)內(nèi)外經(jīng)驗(yàn)做法提出個(gè)人優(yōu)化建議。全文從以下方面開(kāi)展研究: 一、本文界定了高層次人才引進(jìn)政策的基本概念。 二、運(yùn)用馬斯洛需求層次理論、ERG理論剖析對(duì)高層次人才引進(jìn)政策進(jìn)行理論分析。 三、對(duì)國(guó)內(nèi)及福州市高層次人才引進(jìn)現(xiàn)狀進(jìn)行數(shù)據(jù)調(diào)研和問(wèn)卷調(diào)查,得出福州市高層次人才引進(jìn)政策的問(wèn)題及形成原因。 四、借鑒和研究國(guó)內(nèi)外高層次人才政策具體做法,歸納出可供參考的實(shí)際經(jīng)驗(yàn),提出政策優(yōu)化建議。
[Abstract]:In today's society, talent is the most competitive resource and development factor. High-level professional talents, represented by high-level professional and technical personnel and high-skilled talents, are also the driving factors for the development of the whole society and the promoting factors for economic development. The development of humanistic environment has become an indispensable, irreplaceable and non-replicable force in the whole social resources. In recent years, Fuzhou, in promoting the construction of high-level talents in this city, strive to create a city of talent yearning and talent gathering, and high-level talent introduction policy is the fundamental basis of talent resources competition. This article combines my personal work practice experience and experience in the talent work in recent years, uses the public management theory and practice which I have learned to study, This paper analyzes the construction of high-level talent team in Fuzhou and the implementation of high-level talent introduction policy, finds out the existing problems and causes of the high-level talent introduction policy in Fuzhou, and puts forward personal optimization suggestions for reference to domestic and foreign experience. This paper studies from the following aspects: first, this paper defines the basic concept of high-level talent introduction policy. Second, using Maslow's demand hierarchy theory and ERG theory to analyze the high-level talent introduction policy. Thirdly, through the data investigation and questionnaire investigation on the current situation of high-level talent introduction in China and Fuzhou, the problems and causes of the high-level talent introduction policy in Fuzhou are obtained. Fourth, draw lessons from and study the specific practices of high-level talents policy at home and abroad, sum up the practical experience for reference, and put forward the policy optimization suggestions.
