珠海市A獨立學院信息化建設的管理機制研究

【摘要】:獨立學院作為我國高等教育體系的重要組成部分,它的發(fā)展成效將關系到我國整個高等教育事業(yè)改革和發(fā)展的大局。信息通信技術的迅猛發(fā)展正在給傳統(tǒng)高等教育帶來巨大影響,而我國當前正在加快推進教育治理體系和治理能力現(xiàn)代化。面對新的形勢和任務,獨立學院要搶抓機遇,創(chuàng)新發(fā)展,借助自身靈活的體制機制,加快推進信息化建設,以信息化帶動教育現(xiàn)代化。近年來,珠海市A學院的信息化建設工作取得了長足發(fā)展,成績顯著。但同時還存在一系列問題,如重硬件輕軟件、信息資源缺乏有效整合、管理機制不順等,其中管理機制問題尤為重要。因此,本文以新公共管理理論和治理理論為依據(jù),借助文獻研究法、訪談法與比較研究法,對珠海市A學院信息化建設的管理機制進行研究。本文從觀念認識、組織架構、人才隊伍、資金投入、規(guī)章制度、實施模式、運行方式等方面對A學院信息化建設管理機制的運行現(xiàn)狀進行了分析,發(fā)現(xiàn)A學院形成了由基層單位申請,校務委員會審議,董事長決策的決策模式;搭建了溝通聯(lián)動平臺,加強部門之間的協(xié)同與合作;形成了基層單位管理,承建商技術支持的運維模式;加強了網(wǎng)絡輿情監(jiān)測,重視師生對信息化建設的關切。但是,A學院現(xiàn)行的信息化建設管理機制尚存在一些問題,主要包括:信息化建設的管理權力配置不科學;信息化建設的管理內(nèi)容還不完善;尚未建立起規(guī)范化和專業(yè)化的工作模式等。通過分析,發(fā)現(xiàn)產(chǎn)生問題的原因主要有:信息化建設理念相對落后;信息化建設的組織結構不合理;信息化建設的管理模式存在局限性;信息化建設的規(guī)章制度不健全等。針對這些問題,結合國內(nèi)外信息化建設成效顯著的高校的有益經(jīng)驗,提出了轉變信息化建設理念、優(yōu)化信息化建設的組織結構、完善信息化建設的具體內(nèi)容、改進信息化建設的工作方式、完善信息化建設的規(guī)章制度等對策建議。
[Abstract]:As an important part of the higher education system in our country, the development effect of independent college will be related to the overall situation of the reform and development of the whole higher education in our country. The rapid development of information and communication technology is bringing great influence to traditional higher education, and our country is speeding up the modernization of educational governance system and governance ability. In the face of the new situation and task, the independent college should seize the opportunity, innovate the development, speed up the information construction with the help of its own flexible system and mechanism, and promote the modernization of education with the information technology. In recent years, Zhuhai A College has made great progress in the construction of information technology, with remarkable achievements. But at the same time, there are a series of problems, such as the emphasis on hardware and software, the lack of effective integration of information resources, the management mechanism is not smooth and so on, among which the management mechanism is especially important. Therefore, based on the new public management theory and governance theory, this paper studies the management mechanism of information construction in Zhuhai A College by means of literature research, interview method and comparative research method. This paper analyzes the current situation of the management mechanism of information construction in A college from the aspects of concept understanding, organization structure, talent team, capital input, rules and regulations, implementation mode, operation mode, and so on. It is found that A college has formed a decision-making mode of applying by grass-roots units, considering by the school affairs committee and making decisions by the chairman of the board. Set up the platform of communication and linkage, strengthen the coordination and cooperation between departments, form the operation and maintenance mode of grass-roots unit management and contractor technical support, strengthen the network public opinion monitoring, pay attention to the concerns of teachers and students on information construction. However, there are still some problems in the current management mechanism of information construction in College A, including: the allocation of management power of information construction is not scientific, the management content of information construction is not perfect, and the management content of information construction is not perfect. A standardized and specialized working model has not yet been established. Through the analysis, it is found that the main reasons for the problems are: the concept of information construction is relatively backward; the organizational structure of information construction is not reasonable; the management mode of information construction is limited; the rules and regulations of information construction are not perfect and so on. In view of these problems, combined with the beneficial experience of colleges and universities with remarkable achievements in information construction at home and abroad, this paper proposes to change the concept of information construction, optimize the organizational structure of information construction, and improve the specific contents of information construction. Improve the working mode of information construction, perfect the rules and regulations of information construction and other countermeasures and suggestions.
