【摘要】：公共安全是人類社會(huì)發(fā)展和進(jìn)步的必要條件，而公共安全問題則是所有國家、社會(huì)都必須面對的現(xiàn)實(shí)問題。我國目前正處在社會(huì)、經(jīng)濟(jì)轉(zhuǎn)型的時(shí)期，涉及公共安全的問題與事件頻頻產(chǎn)生,已經(jīng)給國家和社會(huì)的正常秩序、人民的生命和財(cái)產(chǎn)帶來了重大損失；且公共安全已經(jīng)成為一個(gè)越來越突出的，關(guān)系到國家經(jīng)濟(jì)正常發(fā)展、社會(huì)和諧穩(wěn)定、人民安全幸福的重要問題。因此，完善我國公共安全管理已勢在必行。 本文首先對公共安全及公共安全管理的基本概念和必要性進(jìn)行了闡述，并通過對公共安全管理相關(guān)理論的介紹引入了筆者在分析、探討我國公共安全管理存在的問題及改進(jìn)策略時(shí)使用的理論工具及系統(tǒng)；其次，在梳理當(dāng)前我國公共安全事件的表現(xiàn)形式及特點(diǎn)的基礎(chǔ)上，重點(diǎn)按照四個(gè)系統(tǒng)層級，即觀念層面、法制層面、組織機(jī)制層面、內(nèi)部管理層面，，分析我國公共安全管理存在的問題及成因；最后，通過借鑒國外公共安全管理的先進(jìn)經(jīng)驗(yàn)，針對總結(jié)出的公共安全管理問題提出改進(jìn)意見。
[Abstract]:Public safety is a necessary condition for the development and progress of human society, and public safety is a realistic problem that all countries and societies must face. At present, our country is in the period of social, economic transformation, involving public safety problems and events frequently, has brought great losses to the normal order of the country and society, the lives and property of the people; And public safety has become a more and more prominent, related to the normal development of the national economy, social harmony and stability, people's security and happiness of important issues. Therefore, it is imperative to perfect the public safety management in our country. Firstly, this paper expounds the basic concept and necessity of public safety and public safety management, and introduces the author's analysis through the introduction of the relevant theories of public safety management. This paper discusses the problems existing in the public safety management in China and the theoretical tools and systems used in improving the strategies. Secondly, on the basis of combing the manifestations and characteristics of the current public safety incidents in China, the emphasis is placed on four system levels, namely, the concept level, the legal level, the organizational mechanism level, and the internal management level. Analyze the problems and causes of public safety management in our country; Finally, through drawing lessons from the advanced experience of foreign public safety management, this paper puts forward some suggestions to improve the public safety management.
