【摘要】：隨著市場(chǎng)經(jīng)濟(jì)的發(fā)展,轉(zhuǎn)變政府職能,打造服務(wù)型政府成為了政府機(jī)關(guān)的工作趨勢(shì)和目標(biāo)。服務(wù)型政府的核心在于行政效能的提高,海事機(jī)構(gòu)作為水上交通安全監(jiān)督管理的主管部門(mén),提升監(jiān)管能力是落實(shí)科學(xué)發(fā)展觀,提高社會(huì)公共管理和服務(wù)能力的必然要求。對(duì)于山東這樣一個(gè)以海洋經(jīng)濟(jì)為發(fā)展方向的沿海大省,在全省大力推進(jìn)半島藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)的新形勢(shì)下,加強(qiáng)海事監(jiān)管與服務(wù)能力建設(shè),對(duì)于增強(qiáng)沿海地區(qū)應(yīng)對(duì)水上突發(fā)事件能力、提升政府的海上管理與服務(wù)能力,具有重要的現(xiàn)實(shí)意義。 目前,相關(guān)國(guó)際組織或者國(guó)內(nèi)各單位對(duì)海事監(jiān)管能力的研究大都集中在監(jiān)管成果測(cè)評(píng)上,而沒(méi)有從一個(gè)組織的目標(biāo)、結(jié)構(gòu)、人員、技術(shù)、環(huán)境、機(jī)制等相關(guān)因素來(lái)分析該組織是如何實(shí)現(xiàn)或達(dá)到上述監(jiān)管成果的。本文將結(jié)合山東海事實(shí)際,運(yùn)用行政效能理論,從山東海事的內(nèi)部組織要素、發(fā)展目標(biāo)、人員狀況、技術(shù)裝備、發(fā)展環(huán)境、工作機(jī)制等方面全面分析提升山東海事監(jiān)管能力的對(duì)策和措施。 本文共計(jì)六章。第一章緒論,簡(jiǎn)要介紹了本文的研究背景、研究意義,國(guó)內(nèi)外海事監(jiān)管工作的現(xiàn)狀及采用的研究方法。第二章相關(guān)概念及理論基礎(chǔ),在全面分析了行政效率、行政效益、行政效能的基礎(chǔ)上提出了山東海事監(jiān)管能力的概念,并闡述了提升行政效能的相關(guān)因素,包括目標(biāo)體系、組織要素(人員、結(jié)構(gòu)、技術(shù)以及外部環(huán)境)、管理機(jī)制等。第三章山東海事監(jiān)管能力現(xiàn)狀及制約因素分析,結(jié)合行政組織行政效能相關(guān)因素全面分析了山東海事監(jiān)管能力的現(xiàn)狀及制約因素。第四章簡(jiǎn)要介紹了韓國(guó)海洋警察廳海事監(jiān)管工作情況。第五章提高山東海事監(jiān)管能力的對(duì)策和建議,從完善海事職責(zé)體系、建立完善人力資源管理體制機(jī)制、加大海事監(jiān)管裝備設(shè)施建設(shè)投入、積極推進(jìn)“電子政務(wù)”、完善內(nèi)部管理體制機(jī)制、構(gòu)建山東海事文化價(jià)值體系六個(gè)方面詳細(xì)闡述了提升山東海事監(jiān)管效能的對(duì)策和建議。第六章結(jié)束語(yǔ),是對(duì)全文的簡(jiǎn)要小結(jié)。
[Abstract]:With the development of market economy, the transformation of government functions and the creation of service-oriented government have become the trend and goal of government agencies. The core of service-oriented government lies in the improvement of administrative efficiency. As the competent department of water traffic safety supervision and management, it is the inevitable requirement to carry out the scientific development view and improve the public management and service ability of society. As for Shandong, a large coastal province with marine economy as its development direction, under the new situation of vigorously promoting the construction of the peninsula blue economic zone in the whole province, we should strengthen maritime supervision and service capacity building. It is of great practical significance to enhance the ability of coastal areas to cope with water emergencies and to enhance the ability of government in maritime management and service. At present, the research on maritime regulatory capacity of relevant international organizations or domestic units is mostly focused on the assessment of regulatory achievements, but not from the objectives, structure, personnel, technology, and environment of an organization. Mechanism and other relevant factors to analyze how the organization to achieve or achieve the above-mentioned regulatory results. This article will combine Shandong maritime affairs reality, apply the administrative efficiency theory, from Shandong maritime internal organization factor, the development goal, the personnel condition, the technical equipment, the development environment, Working mechanism and other aspects of comprehensive analysis of Shandong maritime regulatory capacity to improve the countermeasures and measures. This paper consists of six chapters. The first chapter is the introduction, which briefly introduces the research background, the significance, the present situation and the research methods of maritime supervision at home and abroad. The second chapter puts forward the concept of Shandong maritime supervision ability on the basis of comprehensive analysis of administrative efficiency, administrative efficiency and administrative efficiency, and expounds the relevant factors of improving administrative efficiency, including the target system. The fourth chapter briefly introduces the work of maritime supervision of Korea Ocean Police Agency. The countermeasures and suggestions to improve the effectiveness of maritime supervision in Shandong are expounded in detail from six aspects of perfecting internal management system and constructing Shandong maritime cultural value system. The conclusion of the sixth chapter is a brief summary of the full text.
