【摘要】：五臺(tái)山景區(qū)旅游資源豐富、規(guī)模大、品味高,位列我國(guó)四大佛教名山之首。同時(shí)是國(guó)家級(jí)風(fēng)景名勝區(qū),首批國(guó)家森林公園,首批國(guó)家AAAAA級(jí)旅游景區(qū),第四批國(guó)家地質(zhì)公園,并于2009年被正式列入《世界遺產(chǎn)名錄》。雖然五臺(tái)山景區(qū)在申請(qǐng)世界文化遺產(chǎn)后取得了很大提升,但是依然和其他的世界遺產(chǎn)景區(qū)存在差距。本論文以五臺(tái)山景區(qū)為研究對(duì)象,通過實(shí)證分析得出五臺(tái)山景區(qū)管理體制存在管理機(jī)構(gòu)臃腫、管理效率低下；條塊分割、權(quán)責(zé)不明；利益均沾、不利發(fā)展；財(cái)政困難、舉步維艱等諸多問題。為。了實(shí)現(xiàn)五臺(tái)山景區(qū)在新時(shí)期快速、健康、和諧的發(fā)展,必須從管理體制改革入手,轉(zhuǎn)型發(fā)展,順應(yīng)經(jīng)濟(jì)體制變化,改變政企不分的經(jīng)營(yíng)管理模式。論文分五部分,第一章闡述研究的背景、目的、意義,研究思路及框架；第二章對(duì)旅游景區(qū)、管理體制等概念進(jìn)行了梳理,確定了本文研究的范疇,文章在通過文獻(xiàn)整理的基礎(chǔ)上,深入五臺(tái)山景區(qū)進(jìn)行實(shí)地調(diào)查及訪談,運(yùn)用利益相關(guān)者理論對(duì)五臺(tái)山景區(qū)管理體制存在的問題進(jìn)行了剖析,旨在達(dá)到公共管理的目標(biāo)。第三章深入分析了五臺(tái)山景區(qū)的發(fā)展?fàn)顩r、管理體制的歷史沿革、特別是現(xiàn)存的主要問題。第四章對(duì)五臺(tái)山景區(qū)管理體制存在的問題提出改革的目標(biāo)和解決方案。第五章對(duì)全文進(jìn)行了總結(jié)。鑒于五臺(tái)山景區(qū)屬于遺產(chǎn)型旅游地,有必要建立一個(gè)統(tǒng)一且高規(guī)格的管理機(jī)構(gòu)(如管委會(huì))來統(tǒng)一管理景區(qū)的各項(xiàng)事務(wù),從景區(qū)的全局出發(fā),解決各部門各自為政的局面及引發(fā)的問題。完善景區(qū)保障體系建設(shè)。建立旅游集團(tuán),搞活經(jīng)營(yíng)機(jī)制,實(shí)現(xiàn)景區(qū)的跨越式發(fā)展。
[Abstract]:Wutai Mountain scenic area is rich in tourism resources, large scale, high taste, ranked first among the four famous Buddhist mountains in China. It is also a national scenic spot, the first batch of national forest parks, the first batch of national AAAAA class tourist attractions, the fourth batch of national geopark, and was officially listed in the World Heritage list in 2009. Although Wutai Mountain Scenic area has made great progress after applying for the World Heritage site, it still has a gap with other World Heritage sites. This paper takes Wutai Mountain Scenic spot as the research object, and through the empirical analysis, draws the conclusion that the management system of Wutai Mountain Scenic spot has bloated management institutions, low management efficiency, divided sections, unclear powers and responsibilities, balanced interests, unfavorable development, and financial difficulties. Difficulties and many other problems. For. In order to realize the rapid, healthy and harmonious development of Wutai Mountain Scenic area in the new period, we must start with the reform of management system, transform and develop, conform to the change of economic system, and change the mode of management which is not divided between government and enterprise. The paper is divided into five parts. The first chapter describes the background, purpose, significance, research ideas and framework of the study. Chapter two combs the concepts of tourist attractions, management system, and determines the scope of this study. On the basis of literature collation, this paper carries out field investigation and interview in Wutai Mountain scenic area, analyzes the problems existing in the management system of Wutai Mountain Scenic spot by means of stakeholder theory, in order to achieve the goal of public administration. The third chapter analyzes the development of Wutai Mountain Scenic spot, the history of management system, especially the existing main problems. Chapter four puts forward the reform goal and solution to the problems existing in the management system of Wutai Mountain Scenic spot. Chapter five summarizes the full text. In view of the fact that the Wutai Mountain Scenic area is a heritage tourist destination, it is necessary to establish a unified and high standard management body (such as the Administrative Committee) to unify the management of all aspects of the scenic area, starting from the overall situation of the scenic area. To solve the situation of each department and the problems caused by it. We will improve the construction of the security system for scenic spots. Set up tourism group, enliven the management mechanism, realize the leapfrog development of scenic spot.
