【摘要】：臺(tái)灣現(xiàn)代農(nóng)業(yè)示范區(qū)是黨在福建地區(qū)實(shí)行新農(nóng)業(yè)的舉措，現(xiàn)代農(nóng)業(yè)示范區(qū)有利于加強(qiáng)兩岸之間現(xiàn)代農(nóng)業(yè)的交流與合作，提高海峽兩岸現(xiàn)代農(nóng)業(yè)的發(fā)展，為兩岸關(guān)系的改善提供巨大幫助。農(nóng)業(yè)示范區(qū)的開展是黨中央、國務(wù)院對(duì)臺(tái)灣工作的先導(dǎo)性、示范性探索，也對(duì)臺(tái)灣地區(qū)的穩(wěn)定有著重要作用。地方現(xiàn)代農(nóng)業(yè)的示范也為轉(zhuǎn)變當(dāng)?shù)亟?jīng)濟(jì)的發(fā)展方式提供了示范作用。海峽兩岸之間經(jīng)濟(jì)和政治關(guān)系都很特殊，也為臺(tái)灣現(xiàn)代農(nóng)業(yè)示范區(qū)的發(fā)展提供了必要條件，對(duì)該示范區(qū)管理模式的研究具有著較為重要的意義，也為海峽兩岸和平與發(fā)展提供理論支持。 把臺(tái)灣現(xiàn)代農(nóng)業(yè)示范區(qū)建設(shè)好對(duì)促進(jìn)祖國和平統(tǒng)一具有重要的戰(zhàn)略意義。怎樣才能建設(shè)好臺(tái)灣現(xiàn)代農(nóng)業(yè)示范區(qū)，示范區(qū)的建設(shè)有哪些問題值得探討，需要有什么樣的解決問題的對(duì)策？這些問題的出現(xiàn)，是黨中央和各地方政府不可忽略的主要課題，也是國內(nèi)外學(xué)者在關(guān)注臺(tái)灣現(xiàn)代農(nóng)業(yè)示范改革的理論熱地所在。本文試圖通過對(duì)臺(tái)灣現(xiàn)代農(nóng)業(yè)示范區(qū)的建設(shè)現(xiàn)狀，按照公共管理的角度，對(duì)臺(tái)灣現(xiàn)代農(nóng)業(yè)示范區(qū)的管理中存在的問題進(jìn)行分析，充分運(yùn)用科學(xué)的研究方法，主要有文獻(xiàn)研究法、調(diào)查研究法和系統(tǒng)研究法等研究方法，對(duì)臺(tái)灣現(xiàn)代農(nóng)業(yè)示范區(qū)的發(fā)展所取得的成就進(jìn)行探討，準(zhǔn)確找出臺(tái)灣現(xiàn)代農(nóng)業(yè)示范區(qū)發(fā)展存在的問題，力圖從宏觀上全面地把握現(xiàn)有國家級(jí)臺(tái)灣現(xiàn)代農(nóng)業(yè)示范區(qū)的整體狀況。本文著重對(duì)影響臺(tái)灣現(xiàn)代農(nóng)業(yè)示范區(qū)發(fā)展的主要制約因素進(jìn)行了系統(tǒng)地分析，闡述了各種因素對(duì)臺(tái)灣現(xiàn)代農(nóng)業(yè)示范區(qū)產(chǎn)生的制約影響，，并從推動(dòng)治理理念創(chuàng)新、構(gòu)建示范區(qū)治理模式、加強(qiáng)保障制度建設(shè)、深化兩岸農(nóng)業(yè)合作和開展績效評(píng)估等五個(gè)方面提出了進(jìn)一步促進(jìn)臺(tái)灣現(xiàn)代農(nóng)業(yè)示范區(qū)科學(xué)發(fā)展的對(duì)策建議。
[Abstract]:Taiwan modern agricultural demonstration area is the party's move to implement new agriculture in Fujian area. Modern agricultural demonstration area is beneficial to strengthen the exchange and cooperation of modern agriculture between the two sides of the Straits, improve the development of modern agriculture on both sides of the Straits and provide great help for the improvement of cross-Straits relations. The development of the agricultural demonstration area is the Party Central Committee and the State Council is working on Taiwan. The pilot and demonstration exploration also plays an important role in the stability of the Taiwan region. The demonstration of local modern agriculture also provides a demonstration role for the transformation of the local economic development mode. The economic and political relations between the two sides of the Taiwan Straits are very special. It also provides the necessary conditions for the development of the Taiwan modern agricultural demonstration area and the management of the demonstration area. The study of this model is of great significance and provides theoretical support for peace and development across the Taiwan Straits.
The construction of Taiwan modern agricultural demonstration area has important strategic significance to promote the peaceful reunification of the motherland. How can we build a good Taiwan modern agricultural demonstration area, what are the problems to be discussed in the construction of the demonstration area and how to solve the problem? These problems can not be ignored by the Party Central Committee and the local governments. The main topic is where the scholars at home and abroad are concerned about the theoretical heat of the demonstration reform of modern agriculture in Taiwan. This article tries to analyze the existing problems in the management of the modern agricultural demonstration area in Taiwan through the present situation of the construction of the Taiwan modern agricultural demonstration area and according to the angle of public management, and make full use of the scientific research methods. With the methods of literature research, investigation and research and system research, the achievements made in the development of Taiwan modern agricultural demonstration area are discussed, and the problems existing in the development of modern agricultural demonstration area in Taiwan are found out accurately, and the overall situation of the existing national demonstration area of Taiwan modern agricultural demonstration area is fully grasped from the macro level. The main restrictive factors affecting the development of Taiwan modern agricultural demonstration area are systematically analyzed, the restrictive effects of various factors on the modern agricultural demonstration area in Taiwan are expounded, and the innovation of the management ideas, the construction of the model area governance model, the strengthening of the construction of the guarantee system, the deepening of the cooperation between the two sides of the Straits and the development of the performance evaluation are five. On the other hand, it puts forward some countermeasures and suggestions to further promote the scientific development of modern agricultural demonstration areas in Taiwan.
