【摘要】：隨著市場經(jīng)濟(jì)的不斷深化,工程量清單計(jì)價(jià)模式也取得了前所未有的發(fā)展,工程量清單模式符合市場形成價(jià)格的基本原則,在節(jié)約成本和優(yōu)化市場結(jié)構(gòu)方面表現(xiàn)出了明顯的優(yōu)勢。自從2003年實(shí)施工程量清單計(jì)價(jià)模式以來,我國對招投標(biāo)各階段的理論知識和實(shí)踐應(yīng)用做了不斷的分析研究,初步探索出適合中國國情的招投標(biāo)理論與方法。但是到目前為止,由于我國缺乏健全的法律法規(guī)和完善的市場機(jī)制,導(dǎo)致我們在解決實(shí)際問題的時(shí)候,脫離了我們的初衷,造成一系列問題的發(fā)生。本文主要在對國內(nèi)外招投標(biāo)運(yùn)行模式進(jìn)行深入分析研究的基礎(chǔ)上,引入“工程控制價(jià)C”和“合理低價(jià)指標(biāo)”構(gòu)建一套適合中國國情的招投標(biāo)運(yùn)行模式。 目前,采用經(jīng)評審的最低價(jià)中標(biāo)法進(jìn)行評標(biāo)時(shí),為了追求低價(jià),不重視技術(shù)標(biāo)對商務(wù)標(biāo)的支撐性,低價(jià)合理性判定也缺乏客觀科學(xué)的依據(jù)。本文提出將模糊層次分析法應(yīng)用到經(jīng)評審的最低價(jià)評標(biāo)過程中。以工程量清單計(jì)價(jià)規(guī)范為基礎(chǔ),結(jié)合合理低價(jià)指標(biāo)建立新的評價(jià)指標(biāo)體系,分別構(gòu)建工程量清單模式下商務(wù)標(biāo)和技術(shù)標(biāo)的綜合評標(biāo)模型,并對兩種模型進(jìn)行了實(shí)例論證,證明了該方法的實(shí)用性、科學(xué)性。將模糊層次分析法定性和定量相結(jié)合的特點(diǎn)運(yùn)用到經(jīng)評審的最低價(jià)評標(biāo)過程中,不僅可以實(shí)現(xiàn)價(jià)格的充分競爭,也為技術(shù)標(biāo)對商務(wù)標(biāo)的支撐性提供了可靠的依據(jù)。 基于工程量清單招投標(biāo)新模式,對施工企業(yè)投標(biāo)報(bào)價(jià)策略和技巧的研究,有利于投標(biāo)單位根據(jù)市場競爭情況、企業(yè)技術(shù)水平和管理能力等方面的因素針對招標(biāo)項(xiàng)目進(jìn)行深入詳細(xì)的研究,以充分發(fā)揮投標(biāo)企業(yè)的競爭優(yōu)勢,報(bào)出具有競爭性的價(jià)格,最終以合理低價(jià)中標(biāo)。
[Abstract]:With the deepening of the market economy, the bill of quantities pricing model has also made unprecedented development. The bill of quantities model conforms to the basic principle of market price formation. In cost savings and optimization of the market structure showed obvious advantages. Since the implementation of the bill of quantities valuation model in 2003, China has made continuous analysis and research on the theoretical knowledge and practical application of various stages of bidding and bidding, and preliminarily explored the theory and method of bidding suitable for China's national conditions. But up to now, due to the lack of perfect laws and regulations and perfect market mechanism in our country, we have been divorced from our original intention and caused a series of problems when we solve the practical problems. On the basis of deep analysis and research on the operation mode of bidding at home and abroad, this paper introduces "Engineering Control Price C" and "reasonable low Price Index" to construct a set of bidding operation mode suitable for China's national conditions. At present, in order to pursue the low price, we do not attach importance to the support of the technical standard to the commercial bid, and the rationality of the low price is also lack of objective and scientific basis. In this paper, the fuzzy analytic hierarchy process is applied to the evaluation of the lowest price bid. Based on the valuation criterion of bill of quantities and combining with reasonable low price index, a new evaluation index system is established, and the comprehensive bid evaluation models of commercial standard and technical target under the model of bill of quantities are constructed respectively, and the two models are demonstrated by examples. It is proved that the method is practical and scientific. The combination of qualitative and quantitative fuzzy analytic hierarchy process (AHP) is applied to the process of evaluating the lowest price bid, which can not only realize the full competition of the price, but also provide a reliable basis for the support of the technical standard to the business standard. Based on the new bidding model of bill of quantities, the study of bidding strategies and techniques of construction enterprises is beneficial to the bidding units according to the market competition. In order to give full play to the competitive advantage of the bidding enterprises and offer competitive prices, the factors such as the technical level and the management ability of the enterprises are studied in detail in order to win the bid at a reasonable low price.
