【摘要】：經(jīng)尼日利亞聯(lián)邦政府認(rèn)可,由中國(guó)鐵建等企業(yè)組成的投資聯(lián)合體-中非萊基投資有限公司與拉各斯州政府、萊基全球投資有限公司共同組建了萊基自貿(mào)區(qū)開發(fā)公司來建設(shè)、運(yùn)營(yíng)萊基自貿(mào)區(qū)。萊基自貿(mào)區(qū)位于尼日利亞拉各斯州東南部的萊基半島,距拉各斯市區(qū)約50公里,南臨大西洋,北依萊基湖,地勢(shì)平坦,風(fēng)景秀麗,擁有5公里的黃金海岸線,總體規(guī)劃面積為30平方公里,比中國(guó)澳門面積還要大一些。萊基自貿(mào)區(qū)是目前中國(guó)境外19個(gè)在建的經(jīng)濟(jì)貿(mào)易合作區(qū)中最大的一個(gè),也是最具特色的一個(gè)。本文從項(xiàng)目背景、管理結(jié)構(gòu)、發(fā)展現(xiàn)狀與規(guī)劃、萊基自貿(mào)區(qū)發(fā)展的優(yōu)勢(shì)與劣勢(shì)及項(xiàng)目發(fā)展面臨的困難與問題等方面對(duì)該項(xiàng)目進(jìn)行深入研究。本文作者結(jié)合萊基自貿(mào)區(qū)的特點(diǎn)和自身在該項(xiàng)目多年的實(shí)際工作經(jīng)驗(yàn),提出項(xiàng)目應(yīng)將為尼日利亞創(chuàng)造就業(yè)崗位、促進(jìn)經(jīng)濟(jì)發(fā)展、提供良好基礎(chǔ)設(shè)施和為企業(yè)積累海外工程經(jīng)驗(yàn)、蓄積人才、為企業(yè)創(chuàng)造利潤(rùn)和價(jià)值有機(jī)結(jié)合起來,兩者不可偏廢;基于當(dāng)?shù)鼗A(chǔ)設(shè)施薄弱、園區(qū)開發(fā)公司資金有限、經(jīng)驗(yàn)缺乏等實(shí)際情況,提出項(xiàng)目在實(shí)施過程中應(yīng)該制定科學(xué)合理的開發(fā)時(shí)序,逐步開發(fā)、滾動(dòng)發(fā)展,確保開發(fā)的可持續(xù)性;根據(jù)實(shí)際情況重新審視、適當(dāng)調(diào)整現(xiàn)有規(guī)劃;引入具有較強(qiáng)影響力的第三方投資合作伙伴,以其在國(guó)際上的影響力和強(qiáng)大的資源優(yōu)勢(shì),可以在促進(jìn)萊基自貿(mào)區(qū)的規(guī)范化管理、招商引資和降低尼方違約風(fēng)險(xiǎn)等。
[Abstract]:With the approval of the Federal Government of Nigeria, the Sino-African Laiji Investment Co., Ltd., which is composed of China Railway Construction and other enterprises, together with the Lagos State Government and the Legi Global Investment Co., has established the Laiji Free Trade Zone Development Corporation to build. Operation of Laiji Free Trade Zone. The Laiki Free Trade area is located in the Laiki Peninsula, southeast of Lagos State, Nigeria. It is about 50 kilometers from the Lagos urban area. It faces the Atlantic Ocean to the south and Lake Yilaiki to the north. It has a flat terrain and beautiful scenery. It has a golden coastline of 5 kilometers. The overall planned area is 30 square kilometers, larger than the area of Macao, China. The Laiki Free Trade Zone is the largest and most characteristic of the 19 economic and trade cooperation zones under construction outside China. In this paper, the project background, management structure, development status and planning, the advantages and disadvantages of the development of Laiki Free Trade area and the difficulties and problems in the development of the project are studied in depth. Based on the characteristics of the Laiki Free Trade area and his practical experience in the project for many years, the author proposes that the project should create jobs for Nigeria, promote economic development, provide good infrastructure and accumulate overseas engineering experience for enterprises. The accumulation of talents, the organic integration of profits and value for the enterprise, can not be biased; due to the local infrastructure is weak, the fund of the park development company is limited, and the experience is lacking, and so on. It is suggested that the project should establish a scientific and reasonable development sequence, develop step by step, develop gradually, ensure the sustainability of development, re-examine according to the actual situation, and adjust the existing plan appropriately. The introduction of third party investment partners with strong influence, with its international influence and strong resource advantage, can promote the standardized management of Laiji Free Trade Zone, attract investment and reduce the risk of default of Niger.
