【摘要】：現(xiàn)代項目管理引入不同的風(fēng)險管理技術(shù),應(yīng)用于各異的項目領(lǐng)域,相較于傳統(tǒng)的風(fēng)險分析技術(shù),更多的定量化方法得以運用。經(jīng)驗性的分析雖在項目風(fēng)險管理中占有重要地位,但是與數(shù)據(jù)和定量測算方法的結(jié)合使得風(fēng)險管理日臻完善。本文在項目風(fēng)險管理理論基礎(chǔ)之上,以招遠市中醫(yī)醫(yī)院新建項目為具體案例,按照該項目建設(shè)背景與設(shè)計理念、內(nèi)容與規(guī)模、建設(shè)條件及區(qū)域環(huán)境以及建設(shè)周期與實施計劃,對該項目的風(fēng)險管理活動進行研究。首先,對招遠市中醫(yī)醫(yī)院新建項目風(fēng)險進行識別,構(gòu)建了風(fēng)險識別流程,選用德爾菲法,通過調(diào)查征詢相關(guān)領(lǐng)域的專家,提取了該項目的五個主要風(fēng)險因素指標,并構(gòu)建了風(fēng)險因素的遞階層次結(jié)構(gòu),為下文風(fēng)險評價指標體系的構(gòu)建提供基礎(chǔ)和依據(jù)。其次,對招遠市中醫(yī)醫(yī)院新建項目風(fēng)險進行評價。運用層次分析法對指標的權(quán)重進行測算,構(gòu)建了基于隸屬度的模糊矩陣,通過模糊矩陣計算得到了招遠市中醫(yī)醫(yī)院新建項目風(fēng)險綜合評估結(jié)果。風(fēng)險評價的結(jié)果表明,該項目整體風(fēng)險處于一般水平,項目風(fēng)險處于可控范圍之內(nèi)。最后,從項目的質(zhì)量風(fēng)險、安全風(fēng)險、成本風(fēng)險、資金風(fēng)險和市場風(fēng)險五個角度設(shè)計該項目的風(fēng)險應(yīng)對策略與方案。在研究方法上,本文綜合運用文獻歸納法、調(diào)查訪談法、層次分析法、模糊綜合評價等研究方法,收集有關(guān)醫(yī)院建設(shè)項目風(fēng)險管理方面的資料,對醫(yī)院建設(shè)項目風(fēng)險的相關(guān)理論進行歸納分析,針對招遠市中醫(yī)醫(yī)院新建項目可能出現(xiàn)的風(fēng)險問題,對該項目負責(zé)人、部分利益相關(guān)人、風(fēng)險管理專家、項目經(jīng)理人、醫(yī)院管理人員等進行訪談與調(diào)查,對相關(guān)信息進行進一步的收集與整理,將定性研究與定量研究有機結(jié)合,提高了風(fēng)險管理的效率與質(zhì)量。本文主要的創(chuàng)新之處在于以招遠市中醫(yī)醫(yī)院新建項目區(qū)別于普通建設(shè)項目,在醫(yī)院的社會屬性作用下,該項目在風(fēng)險識別時,較普通工程項目,其安全與質(zhì)量風(fēng)險占有較大的比重；本文在風(fēng)險識別的基礎(chǔ)上,構(gòu)建了適用于醫(yī)院建設(shè)項目的風(fēng)險評價指標體系,并將層次分析及模糊綜合評價應(yīng)用到風(fēng)險評估之中,克服了以往風(fēng)險評價單純從定性角度進行帶來的局限性。
[Abstract]:The introduction of risk management technology of modern project management, applied to different areas of the project, risk analysis technology compared with the traditional, more quantitative methods to be used. Although empirical analysis plays an important role in the risk management of the project, but combined with the data and quantitative calculation methods make the risk management on the basis of improving. Based on the theory of project risk management, to create a new project in Zhaoyuan Chinese medicine hospital as an example, according to the background of the project construction and design concept, content and scale, construction conditions and regional environment, construction period and implementation plan, research on the project risk management activities. First of all, the new Chinese Medicine Hospital of Zhaoyuan city project risk identify, build the risk identification process, using Delphi method, through investigation and consultation with relevant experts in the field, from the five main risks of the project Factors, and constructs a hierarchy of risk factors, and provide the basis for the construction of the evaluation index system of the following risk. Secondly, the new Chinese Medicine Hospital of Zhaoyuan city project risk evaluation. Using AHP to calculate the index, constructs the fuzzy membership matrix based on fuzzy matrix is calculated by the new Chinese Medicine Hospital of Zhaoyuan city project risk comprehensive assessment results. The risk assessment results show that the general level in the overall risk of the project, the project risk in the controllable range. Finally, from the project quality risk, security risk, cost risk, design risk coping strategies and plan of the project five aspects of capital risk and market risk in research methods, this paper uses literature analysis method, interview method, AHP, fuzzy comprehensive evaluation method research, collect relevant The hospital construction project risk management information theory related to the hospital construction project risk analysis, the risk for new project of Zhaoyuan Hospital of traditional Chinese medicine, may appear, in charge of the project, part of the stakeholders, risk management experts, project managers, hospital management personnel interviews and investigation, the relevant information for further collection and sorting, combining qualitative research and quantitative research, improve the quality and efficiency of risk management. The main innovation of this paper is to build a new project in Zhaoyuan City Hospital of traditional Chinese medicine is different from ordinary construction projects, in the social attribute function of the hospital, in the project risk identification, compared with the ordinary project the safety and quality risk, a large proportion of this paper; on the basis of risk identification, construction for hospital construction project risk evaluation index The system has applied the analytic hierarchy process and fuzzy comprehensive evaluation to the risk assessment, which overcomes the limitation that the previous risk assessment simply brings from the qualitative angle.
