【摘要】：近年來,我國鐵路機(jī)車車輛制造企業(yè)拓展國際市場的步伐明顯加快,國際鐵路機(jī)車車輛市場保持著連續(xù)多年的穩(wěn)定增長。與此同時(shí),國際鐵路機(jī)車車輛市場競爭越來越激烈,我國鐵路機(jī)車車輛制造企業(yè)面臨的挑戰(zhàn)越來越大：長期依靠技術(shù)引進(jìn)為主的發(fā)展模式的局限、技術(shù)創(chuàng)新體系與技術(shù)標(biāo)準(zhǔn)的研制體系的不協(xié)調(diào)、技術(shù)標(biāo)準(zhǔn)管理模式的不足、技術(shù)標(biāo)準(zhǔn)體系的不完善、技術(shù)標(biāo)準(zhǔn)知識產(chǎn)權(quán)意識的薄弱等因素嚴(yán)重阻礙了我國鐵路機(jī)車車輛業(yè)更好的“走出去”；外部形勢的嚴(yán)峻性和內(nèi)部提升的迫切性都要求我國鐵路機(jī)車車輛制造業(yè)加強(qiáng)技術(shù)自主知識產(chǎn)權(quán)的轉(zhuǎn)化與技術(shù)標(biāo)準(zhǔn)管理模式的創(chuàng)新,從而形成一批系統(tǒng)的、完善的、有國際競爭力的中國鐵路機(jī)車車輛技術(shù)標(biāo)準(zhǔn)。 論文以我國鐵路機(jī)車車輛技術(shù)標(biāo)準(zhǔn)為研究對象。從其國際化現(xiàn)狀進(jìn)行分析,借鑒發(fā)達(dá)國家和地區(qū)技術(shù)標(biāo)準(zhǔn)的國際化經(jīng)驗(yàn),并結(jié)合我國國情,有針對性的提出了切實(shí)可行的措施建議,旨在提高我國鐵路機(jī)車車輛技術(shù)標(biāo)準(zhǔn)的國際競爭力。論文首先結(jié)合我國鐵路技術(shù)發(fā)展的背景,從外部環(huán)境和自身因素出發(fā),對我國鐵路機(jī)車車輛技術(shù)標(biāo)準(zhǔn)國際化存在的問題及原因進(jìn)行了全面的分析。其次,分析了歐美等發(fā)達(dá)國家及地區(qū)鐵路機(jī)車車輛技術(shù)標(biāo)準(zhǔn)和其他工程領(lǐng)域技術(shù)標(biāo)準(zhǔn)國際化的經(jīng)驗(yàn)啟示,以借鑒其成功之處。最后,從國家層面、協(xié)會層面和企業(yè)層面提出增強(qiáng)我國鐵路機(jī)車車輛技術(shù)標(biāo)準(zhǔn)國際競爭力的措施建議。本文圖9幅,表7個(gè),參考文獻(xiàn)43篇。
[Abstract]:In recent years, China's railway locomotive and rolling stock manufacturers have accelerated their pace of expanding the international market, and the international railway locomotive and rolling stock market has maintained a steady growth for many years. The limitation of the development mode of technology import, the inconsistency between the technology innovation system and the technology standard development system, the insufficiency of the technology standard management mode, the imperfection of the technology standard system, the weak awareness of the technology standard intellectual property rights and other factors seriously hinder the better "going out" of China's railway locomotive and rolling stock industry. The seriousness and urgency of internal upgrading require that the Chinese railway locomotive and rolling stock manufacturing industry strengthen the transformation of independent intellectual property rights and the innovation of technical standard management mode, thus forming a number of systematic, perfect and internationally competitive technical standards for Chinese railway locomotives and rolling stock.
This paper takes the technical standards for railway locomotives and rolling stock in China as the research object, analyzes their internationalization status, draws lessons from the internationalization experiences of developed countries and regions, and puts forward some feasible measures and suggestions according to the national conditions of China, aiming at improving the international competitiveness of the technical standards for railway locomotives and rolling stock in China. Based on the background of the development of China's railway technology and the external environment and its own factors, this paper makes a comprehensive analysis of the existing problems and causes of the internationalization of China's railway locomotive and rolling stock technical standards. Finally, from the national level, the association level and the enterprise level, measures and suggestions to enhance the international competitiveness of China's railway locomotive and rolling stock technical standards are put forward.
